【摘要】：资本市场的多层次通常体现在上市公司规模、市场监督力度、投资风险大小等方面。一个完整而且成熟的资本市场应当同时为大、中、小型企业提供融资平台和股份交易服务，在市场规模上则体现为“金字塔”结构，且各层市场之间相辅相成，互相补充，通过一种良性的互动满足不同市场主体多层次的需求。而新疆资本市场是我国多层次资本市场的有机组成，在国家相关部门的部署安排和引导下，新疆通过各方面力量的努力，其资本市场有了迅速健康的发展，对新疆经济持续稳定的发展，改善民生建设以及维护社会稳定发挥了极大的推动作用。然而这一作用在今后新疆经济社会跨越式发展和长治久安中更加重要。因此，完善新疆地区资本市场的层次结构，成为新疆资本市场发展当前面临的一项紧迫任务。文章首先阐述了多层次资本市场的涵义及其发展的必要性，同时也归纳了资本市场与区域经济增长相关的理论。接着描述了新疆目前的经济发展状况以及新疆地区多层次资本市场体系现状，，阐明新疆经济的跨越式发展需要新疆资本市场的大力支持。然后通过企业资本结构和资本空间流动两种视角分析新疆地区资本市场存在的问题。最后，根据相应的问题，以及应对新疆经济跨越式发展的需求，提出完善新疆地区多层次资本市场的相关对策建议。
[Abstract]:The multi-level capital market is usually reflected in the scale of listed companies, market supervision, investment risk and so on. A complete and mature capital market should be both large, medium and small, providing financing platforms and share trading services, and in terms of market size as a "pyramid" structure, and complementary among the various layers of markets, Through a benign interaction to meet the multi-level needs of different market players. Xinjiang's capital market is an organic component of our country's multi-level capital market. Under the arrangement and guidance of the relevant state departments, Xinjiang's capital market has developed rapidly and healthily through the efforts of various forces. It has played a great role in promoting Xinjiang's sustained and stable economic development, improving people's livelihood and maintaining social stability. However, this role is more important in the future economic and social leapfrog development and long-term stability in Xinjiang. Therefore, it is an urgent task to perfect the hierarchical structure of capital market in Xinjiang. This paper first expounds the meaning of multi-level capital market and the necessity of its development, and at the same time sums up the relevant theories of capital market and regional economic growth. Then it describes the current situation of Xinjiang's economic development and the present situation of multi-level capital market system in Xinjiang region, and clarifies that the leapfrog development of Xinjiang's economy needs the vigorous support of Xinjiang's capital market. Then the problems of capital market in Xinjiang are analyzed from the perspectives of enterprise capital structure and capital spatial flow. Finally, according to the corresponding problems and the needs of Xinjiang's economic development by leaps and bounds, the paper puts forward the relevant countermeasures and suggestions to perfect the multi-level capital market in Xinjiang.
