【摘要】：正修改后的预算法从法律层面有力保障了地方债的健康发展,但地方债发行中还要重视几个关键问题2014年年初以来,地方融资发债相关政策频出。8月31日,十二届全国人大常委会第十次会议表决通过了全国人大常委会关于修改预算法的决定,决定中规定"经国务院批准的省、自治区、直辖市的预算中必需的建设投资的部分资金,可以在国务院确定的限额内,通过发行地方政府债券举借债务的方式筹措。"4月30日,国务院以国发文批转了发改委《关于2014年深化经济
[Abstract]:The revised budget law has been able to guarantee the healthy development of local debt from the legal level, but there have been several key issues in local bond issuance since the beginning of 2014. The 10th session of the 12th NPC standing Committee voted to adopt the NPC standing Committee decision on revising the Budget Law, which stipulates that "some of the necessary funds for construction investment in the budgets of provinces, autonomous regions, and municipalities directly under the Central Government approved by the State Council, "within the limits set by the State Council, the State Council may raise funds by issuing local government bonds to raise debt." on April 30, the State Council issued a document approving the National Development and Reform Commission [on deepening the economy in 2014].
