基于债券化视角的农业巨灾风险管理研究

【摘要】：农业是国民经济的根本,农业风险是农业生产遇到的重要挑战,尤其是农业巨灾风险。我国作为一个农业大国,农业灾害十分频繁,近年来更是巨灾频发,洪涝、台风、旱灾、风雹、地震、雪灾、山体滑坡和泥石流等自然灾害,对我国农民生活、农业生产和农村经济造成了难以估量的损失。如何管理农业巨灾风险无论是在理论上还是在实践上,都是一个迫切需要解决的难题。农业巨灾风险管理的目的就是迎难而上,为农业生产和发展撑起一把保护伞,为应对农业生产中所面临的各类巨灾风险提供制度性保障,补偿农业巨灾损失,稳定农业生产和生活。农业巨灾风险管理的根本是要突破融资难的问题,农业巨灾债券作为一种重要的农业巨灾风险管理创新工具,不仅可以使被保险人能够在灾后获得重建资金,以此缓解保险以及再保险市场的压力,又可以活跃资本市场的发展,让资本市场上的投资者获得债券投资收益。本文基于债券化视角研究农业巨灾风险的管理问题,首先在梳理国内外巨灾风险债券化研究文献的基础上,提出了农业巨灾风险债券化的问题;然后从巨灾风险发定义出发展开对农业巨灾风险及其属性的界定的讨论,在分析农业巨灾风险影响的基础上,结合国内外关于巨灾风险管理的理论与实践,提出了我国农业巨灾风险管理的内容；鉴于我国农业巨灾风险的多主体、多层次属性,本文在第三部分从农户、政府与市场视角分析了我国农业巨灾风险分散的实践问题,进而从实践需要与理论价值两个层面探讨了我国农业巨灾风险债券化的意义；最后从组织形式与现金流向、期限结构、触发机制和信用评级等几个层面研究了农业巨灾风险债券化的一般路径,为我国农业巨灾风险的债券化提供了理论借鉴。
[Abstract]:Agriculture is the foundation of national economy, agricultural risk is an important challenge to agricultural production, especially agricultural catastrophe risk. As a large agricultural country, agricultural disasters are very frequent in our country, and in recent years they are more frequent in catastrophic disasters, such as floods, typhoons, droughts, wind and hail, earthquakes, snow disasters, landslides, mudslides, and other natural disasters, to the lives of farmers in China. Agricultural production and the rural economy have caused incalculable losses. How to manage agricultural catastrophe risk is an urgent problem in theory and practice. The aim of agricultural catastrophe risk management is to face the difficulties, to support a protective umbrella for agricultural production and development, to provide institutional protection to deal with all kinds of catastrophe risks in agricultural production, and to compensate for agricultural catastrophe losses. We will stabilize agricultural production and livelihood. The fundamental problem of agricultural catastrophe risk management is to break through the problem of financing. As an important innovative tool of agricultural catastrophe risk management, agricultural catastrophe bond can not only enable the insured to obtain reconstruction funds after the disaster. In order to ease the pressure on the insurance and reinsurance markets, the development of the capital market can be active, so that investors in the capital market can get bond investment returns. In this paper, the management of agricultural catastrophe risk is studied from the perspective of bond. Firstly, on the basis of combing the domestic and foreign literatures on catastrophe risk bond, the problem of agricultural catastrophe risk bond is put forward. Then, starting from the definition of catastrophe risk, the definition of agricultural catastrophe risk and its attributes are discussed. On the basis of analyzing the impact of agricultural catastrophe risk, combined with the theory and practice of catastrophe risk management at home and abroad, This paper puts forward the content of agricultural catastrophe risk management in our country, in view of the multi-subject and multi-level attribute of agricultural catastrophe risk in our country, in the third part, it analyzes the practical problem of agricultural catastrophe risk dispersing in our country from the perspective of farmers, government and market. Then it discusses the significance of China's agricultural catastrophe risk bond from two aspects of practical need and theoretical value, finally, from the organizational form and cash flow, term structure, The trigger mechanism and credit rating study the general path of agricultural catastrophe risk bond, which provides a theoretical reference for the bond of agricultural catastrophe risk in China.
