义务教育教师绩效工资政策执行失真研究

【摘要】:2008年12月21日,温家宝总理在国务院常务会议宣布,从2009年1月1日起,在全国义务教育学校实施绩效工资制度,并在会上通过了《关于义务教育学校实施绩效工资的指导意见》,随后,又发布了一系列与之配套的政策。从义务教育绩效工资政策的内容可以看出,其总体目的是通过发放绩效工资,激励广大教职工从事教育教学的积极性,依法、切实提高他们的待遇,使这些优秀的教师能够坚守在自己的教育教学岗位,从而推动我国义务教育事业的发展。迄今为止,义务教育教师绩效工资政策已实施了三年有余,虽然一定程度上提高了教师待遇、提高了他们的积极性,但在政策执行过程中,由于政府相关部门、学校甚至是教师一些执行行为的不当,导致此项政策的实施效果与政策目标出现了不小的偏差。为了弄清楚在政策执行过程中出现了那些失真行为、并导致了怎样的失真结果,笔者通过切实的调研来发现问题,并提出了相应规避措施。 本文主要由五部分构成。第一部分,对文章的研究背景、研究问题、研究意义、研究方法进行阐述,界定了教师绩效工资、教育政策执行、教育政策失真等概念,对有关义务教师工资改革、教育政策执行失真等方面的研究现状做了文献综述;第二部分,梳理了义务教育教师绩效工资政策的目标,解读了其内容;第三部分,深入学校当中,从教职工对此政策支持度、了解度以及对分配方案、考核方案的满意度、公开性等进行了调研,并呈现调研结果;第四部分,分析了义务教育教师绩效工资政策失真的情况,并从政府相关部门、学校、教师三个角度进行了阐述;第五部分,,针对政策执行失真的问题,分别从政府相关部门、学校、教师三个构思了若干建议。
[Abstract]:On December 21, 2008, Premier Wen Jiabao at the executive meeting of the State Council announced that from January 1, 2009 onwards, the implementation of performance pay system in compulsory education schools, and at the meeting on the implementation of guidance by the < >, performance pay compulsory school then, and issued a series of policies related to education. From the content of the duty of performance wage policy it can be seen that the overall objective is through the issuance of the performance salary, enthusiasm, encourage the majority of staff engaged in education and teaching in accordance with the law, and effectively improve their treatment, so that these excellent teachers can stick to their teaching positions, so as to promote the development of China's compulsory education. So far, the performance salary policy for compulsory education teachers has been implemented for more than three years, while a certain extent improve the treatment of teachers, improve their enthusiasm, but in the policy implementation process, because of the political Relevant government departments, schools and teachers are some improper execution behavior, resulting in the effect of this policy and the policy target deviation is not small. In order to make clear in the process of policy implementation the distortion behavior, and lead to the distortion of what kind of results, the author through practical investigation to find the problems, and put forward the corresponding measures to avoid.
This paper consists of five parts. The first part, the significance of the research on the research background, the research questions, research methods are presented in this paper, the definition of teacher performance pay, the implementation of education policy, education policy concept distortion, on duty teacher pay reform, research status and other aspects of the distortion of education policy has done a literature review; the second part, the performance salary policy of compulsory education teachers combed the goal of interpretation of its content; the third part, go to school, from the staff of this policy support, understanding and formulation on case, appraisal satisfaction, publicity and other research, and present research results; the fourth part analyzes the performance wage policy for compulsory education teachers distortion, and from the relevant government departments, schools, teachers in three aspects are expounded; the fifth part, the problem of distortion of the policy execution needle From the relevant government departments, schools and teachers, three suggestions were conceived.
