中英远程开放教育质量保障体系比较研究

【摘要】:随着中国远程开放教育向大众化和国际化的迅猛发展,远程开放教育以其迅猛的发展势头以及崭新的教育模式成为包含社会各界、教育界、政府和高校共同关注的焦点。然而,令人遗憾的是我国远程开放教育在发展规模和技术的同时,却由于受到传统教育理念和现有体制的限制,出现了一些影响其可持续发展的重要问题,如质量标准不明确、课程教学资源与学习者需求不匹配、教学过程及环节监控不到位、教学服务不能满足学习者的需要、教学服务机构参差不齐等。其中有些问题,已经严重影响了中国远程开放教育在国内和国际的声誉,也使得目前我国远程开放教育的质量尚难以跻身国际先进水平。学校之间的竞争已经从规模的不断扩大转向质量的不断提升,远程开放教育发展中的诸多问题已经引起了人们的高度重视,其中最受社会关注且最为重要的莫过于远程开放教育的质量保障问题。而且,中国远程开放教育涉及的面广、人多,教育教学质量的迅猛提升,无疑对中国终身教育体系的建构以及学习型社会的形成具有重要的意义。但是,由于目前受传统教育和各方面因素的影响,人们普遍认为远程开放教育就是把传统的教育原封不动的搬到计算机网络上,这致使出现了学习者和教育者不适应网络学习环境等诸多问题,最终导致学习者学习质量难以保证。 质量是远程开放教育的生存之本,是远程开放教育健康发展的关键。因此,要使远程开放教育健康、稳定的发展,并继续为推进我国高等教育大众化、建设学习型社会和构建终身教育体系做出巨大贡献,就必须高度重视并不断研究远程开放教育的质量保证问题。而现阶段,我国远程开放教育正处于从追求规模效益到关注质量提升、从基于经验到认识规律的转变时期,不断提高远程开放教育的人才培养质量,努力提升远程开放教育的社会声誉,成了远程开放教育发展的内在的、客观的要求,也成了远程开放教育领域达成的共识。在这种背景下,开展远程开放教育质量保证体系研究,如何有效保障远程教育质量已经成了当前迫切需要研究和解决的重大课题,因此建立完善的质量保证体系也就成了是远程开放教育的核心竞争力。 本研究的目的就是在概览中英远程开放教育质量保障现状的基础上,对它们进行比较研究。“它山之石,可以攻玉”,有比较就会有进步。在比较分析与深入探究的基础上,找出中英两国在远程开放教育质量保障体系方面存在的的异同点,分析英国远程开放教育质量保障体系相关方面的优势与长处的同时,发现我国远程开放教育质量保障方面存在的问题与不足。然后通过对问题进行深入、彻底的分析,在积极吸纳英国有关远程开放教育质量保障方面的最新的和先进的研究成果的基础上,提出一些具体的、切实可行的完善并构建适合我国国情的远程开放教育质量保障体系的对策和措施,这具有一定的现实意义,最终也会极大地、有效地保障我国远程开放教育健康、持续、稳定的发展。
[Abstract]:With the rapid development of the open and open education in China, the rapid development of distance and open education, with its rapid development and new educational mode, has become the focus of the community, the education, the government and the universities. However, it is regrettable that the distance and open education in China is at the same time in the development of the scale and technology. However, due to the limitations of traditional education concept and existing system, some important problems that affect its sustainable development have appeared, such as unclear quality standard, mismatch between curriculum teaching resources and learners' needs, inadequate teaching process and link monitoring, teaching service can not meet the needs of the learners, teaching service institutions are uneven and so on. Some of these problems have seriously affected the reputation of China's Distance Open Education at home and abroad. It also makes the quality of Distance Open Education in our country difficult to reach the international advanced level. The competition between schools has shifted from scale to quality, and many problems in the development of distance open education have already been developed. It has aroused great attention. Among them, the most important and most important thing is the quality assurance of distance and open education. Moreover, the wide range, many people and the rapid improvement of the quality of education and teaching in China are undoubtedly important to the construction of Chinese life-long education system and the formation of a learning society. Significance. However, due to the influence of traditional education and various factors, people generally think that distance education is the traditional education to wholly intact computer networks, which cause the learners and educators can not adapt to the problems of network learning environment, ultimately learning quality is difficult to guarantee.
Quality is the basis of the survival of distance and open education and the key to the healthy development of distance and open education. Therefore, in order to make long distance open education healthy and stable, and continue to make great contributions to promoting the popularization of higher education in China, building a learning society and building a life-long education system, we must attach great importance to and continue to study long distance. At the present stage, the distance and open education in our country is in the period from the pursuit of scale benefit to the improvement of quality, from the transition period based on experience to the law of understanding, to improve the quality of talent training in distance and open education, and to improve the social reputation of distance open education, which has become the development of distance and open education. The internal and objective requirements have also become the consensus in the field of distance and open education. Under this background, it is an urgent task to carry out the research on the quality assurance system of distance open education. How to effectively guarantee the quality of distance education has become a major issue that is urgently needed to be studied and solved. The core competitiveness of Cheng's open education.
The purpose of this study is to make a comparative study on the current situation of the quality assurance of distance and open education in China and Britain. "It is the stone of the mountain, to attack jade", and there will be progress in comparison. On the basis of comparative analysis and deep exploration, the similarities and differences between the two countries in the distance education quality guarantee system are found. At the same time, it analyzes the advantages and advantages of the quality guarantee system of the distance open education in Britain, and finds out the problems and shortcomings in the quality guarantee of the distance open education in our country. Then, through the thorough and thorough analysis of the problems, the latest and advanced in the quality assurance of the open education in the UK is actively absorbed. On the basis of the research results, it puts forward some concrete, practical and feasible measures and measures to improve the quality assurance system of distance open education, which is suitable for the national conditions of our country. This is of certain practical significance, and will effectively guarantee the healthy, sustainable and stable development of the distance and open education in China.
