转变教育发展方式:教育事业科学发展的必然选择

【摘要】：教育发展方式事关教育事业科学发展。转变教育发展方式,涉及对教育的根本属性和教育发展主客体的重新认识、教育发展目标任务的重新设定、教育发展过程要素的重新组合和教育发展评价方式的改变。在我国教育改革发展的关键时期,迫切需要改变过去那种行政本位型、投入驱动型、外部依赖型、规模扩张型、硬件导向型的发展方式。当前,教育发展方式转变有五大任务:全面提高教育质量,实现内涵发展;不断优化教育结构,实现协调发展;落实以人为本,促进学生全面发展;深化体制机制改革,加强教育基本制度建设;优化教育资源配置,切实保障公平效率。为确保教育发展方式转变顺利推进,要解放思想,树立科学的教育观;转变政府职能,破除体制机制障碍;落实教育优先发展,加强条件保障;建立利益协调机制,减小改革阻力;完善监督考评机制,确保责任落实。
[Abstract]:The mode of educational development is related to the scientific development of educational undertakings. To change the mode of educational development involves the re-understanding of the basic attributes of education and the subject and object of educational development, the re-setting of educational development goals and tasks, the recombination of elements in the process of educational development and the change of the evaluation mode of educational development. In the critical period of educational reform and development in China, it is urgent to change the past development mode of administrative standard, input drive, external dependence, scale expansion and hardware orientation. At present, the transformation of educational development mode has five major tasks: to improve the quality of education in an all-round way, to realize the development of connotation, to constantly optimize the educational structure, to realize coordinated development, to implement the people-oriented approach, to promote the all-round development of students, and to deepen the reform of the system and mechanism. We will strengthen the construction of the basic educational system, optimize the allocation of educational resources, and ensure fairness and efficiency. In order to ensure the smooth advancement of the transformation of educational development mode, we should emancipate our minds and establish a scientific educational concept; transform the functions of the government, break down the obstacles of the institutional mechanism, implement the priority development of education, strengthen the guarantee of conditions, and establish a mechanism for coordinating interests. Reduce the resistance to reform; improve the supervision and evaluation mechanism to ensure the implementation of responsibility.
