和谐社会背景下教育公平问题研究

【摘要】:实现社会公平是构建社会主义和谐社会的内在要求,教育公平是社会公平的重要内容之一,实现教育公平是实现社会公平的起点和最有力的支撑,是人类全面发展的根本要求,对于促进社会的稳定和发展以及保障社会全体成员自身根本利益具有极为重要的作用。和谐社会背景下的教育公平是一个综合性课题,涉及各种学科,也关系到我们生活的方方面面。怎样理解和谐社会背景下的教育公平,当前我国教育中的公平现状究竟怎样,现阶段应采取何种对策和措施来保障我国教育公平的实现是本论文研究的主要内容。 本课题框架分五个部分:第一部分主要阐述本文的选题背景、意义,写作思路及方法,重点和创新点,并对国内外关于教育公平的研究现状做了基本概括。 第二部分本文从和谐社会与教育公平的基本概念入手,梳理了和谐社会的内涵,指出了教育公平在我国构建和谐社会大背景下所起到的作用,并且着重分析了和谐社会与教育公平之间的互动关系,实现教育公平作为建设和谐社会的重要保证,不仅有利于保持社会稳定,维护社会公平,更有利于提高民族素质,促进社会和谐发展,是推进我国社会主义和谐社会建设的必经之路。 第三部分主要通过列举有关数据对我国的教育现状进行分析,总结我国现阶段教育公平所取得的成果,并分析了在我国教育领域中,教育的过程和结果的不公平,及其具体的表现。 第四部分浅析了现阶段造成我国教育不公平现状的主要原因。包括我国长期形成的城乡的二元社会结构,教育优惠政策偏向城市,轻视农村形成的“城市优先取向”政策,区域经济发展的不均衡,教育资源配置不均,资金投入的不合理,高等教育收费制度过高等,都是现在我国教育事业发展不公平的原因。 第五部分探讨了在构建社会主义和谐社会的背景条件下促进我国教育公平途径。包括如下几个方面:放眼长远的发展确立公平教育的价值理念;统筹城乡教育发展,改革不合理的户籍制度;完善教育经费支出管理制度,增加教育支出的总量,政府有关部门必须规范教育政策的收费,同时加大国家财政在教育领域的投入;实现办学主体多元化,拓宽民办学校发展的渠道;建立健全教育救助机制,让大家共同参与形成良好的社会环境。只有经过坚持不懈的努力,才能从根本上改善并解决我国教育不公平的问题,逐步实现建设社会主义和谐社会的目标。
[Abstract]:The realization of social equity is the inherent requirement of building a harmonious socialist society, and the educational fairness is one of the important contents of social equity. The realization of educational fairness is the starting point and the most powerful support for the realization of social equity, and it is the fundamental requirement for the all-round development of human beings. It plays an extremely important role in promoting social stability and development and safeguarding the fundamental interests of all members of the society. Under the background of harmonious society, educational fairness is a comprehensive subject, involving various disciplines and related to all aspects of our life. How to understand the educational fairness in the context of a harmonious society, what is the current situation of education equity in our country, and what countermeasures and measures should be taken to guarantee the realization of educational fairness in our country are the main contents of this paper. The framework of this paper is divided into five parts: the first part mainly describes the background, significance, writing ideas and methods, emphasis and innovation, and makes a basic summary of the current situation of the research on education equity at home and abroad. The second part starts with the basic concepts of harmonious society and educational fairness, combs the connotation of harmonious society, and points out the role of educational fairness in the construction of harmonious society in our country. It also analyzes the interactive relationship between harmonious society and educational fairness. The realization of educational fairness as an important guarantee of building a harmonious society is not only conducive to maintaining social stability, maintaining social equity, but also conducive to improving the quality of the nation. To promote the harmonious development of society is the only way to promote the construction of socialist harmonious society in China. The third part mainly through enumerates the related data to carry on the analysis to our country education present situation, summarizes our country present stage education fair achievement, and has analyzed in our country education domain, the education process and the result unfairness, And its specific performance. The fourth part analyzes the main causes of the current situation of education inequality in China. It includes the dualistic social structure of urban and rural areas formed for a long time in China, the preferential education policy in favor of cities, the "urban priority orientation" policy formed in rural areas, the imbalance of regional economic development, the uneven allocation of educational resources, and the unreasonable investment of funds. The high charge system of higher education is the reason of the unfair development of education in our country. The fifth part discusses the ways to promote the education equity in China under the background of building a harmonious socialist society. It includes the following aspects: to establish the value concept of fair education, to coordinate the development of urban and rural education, to reform the unreasonable household registration system; To perfect the educational expenditure management system and increase the total amount of education expenditure, the government departments concerned must standardize the education policy fees and increase the national financial input in the field of education; To realize the diversification of the main body of running a school, to widen the channels for the development of a private school, to establish and improve the mechanism of educational assistance, and to make everyone participate in the formation of a good social environment. Only through unremitting efforts can we fundamentally improve and solve the problem of unfair education in our country and gradually realize the goal of building a harmonious socialist society.
