清末京师旗人学堂改革考略

【摘要】：清末京师旗人学堂改革是近代教育转型的典型案例。由于客观情势与施政主体权利的限制,始于戊戌时期的改革八旗学堂之议直到"新政"时期才得以实践。"新政"开启后的最初几年,清政府除旧立新,先后颁布实行了《奏定学堂章程》和废除科举制的励学政策,推动旗人学堂改革在数量和质量上都起到示范作用;清末最后几年时局变化迅速,面对内忧外患的不利情势,清政府急于求成,不仅将原定的各项教育事宜提前,还在短时期内颁布了一系列教育修订案。这种拔苗助长的教育政策,不仅使学部承诺的功名与钱粮无法兑现,而且导致了实际教学与课程标准的严重脱节。透过清末十年旗人学堂的改革历程,可以窥探大变革时代下施政主体、谏言阶层和客观情势等因素所起的历史作用。
[Abstract]:At the end of Qing Dynasty, the reform of the school was a typical case of modern education transformation. Due to the objective situation and the restriction of the subject's rights, the reform of the eight Banner Schools in the Wuxu period was not put into practice until the "New deal" period. " In the first few years after the opening of the New deal, in addition to the old and the new, the Qing government promulgated and implemented the "regulations of the Desting School" and the policy of encouraging students to abolish the imperial examination system, thus promoting the reform of the flag students' school to play an exemplary role in both quantity and quality. At the end of Qing Dynasty, the situation changed rapidly in the last few years. In the face of the unfavorable situation of internal and external troubles, the Qing government was eager to succeed, not only to advance the original educational issues, but also to promulgate a series of educational amendments in a short period of time. This kind of education policy not only makes the promise of credit and money and grain unfulfilled, but also leads to a serious disconnection between actual teaching and curriculum standards. Through the reform of the school in the late Qing Dynasty, we can find out the historical function of the administrative subject, the admonition class and the objective situation in the era of great change.
