论撤点并校的深层矛盾及其平衡

【摘要】:随着我国农村人口出生率的下降以及城镇化进程的加快,农村学龄人口相应下降,在此背景下国家出台了农村义务教育学校布局调整(撤点并校)的政策。当撤点并校工作步入深水区后,由撤并而引发的一系列问题与负面效应也相继显露,使撤点并校的合理性受到质疑,出现了"撤""存"之争。随着撤点并校的深入,其背后隐藏的深层矛盾进一步显露。要赢得撤点并校"最后一公里"的胜利,需要地方教育行政部门在以人为本的原则指导下,以高度的社会责任感,化解现阶段撤点并校的困境。
[Abstract]:With the decline of the birth rate in rural areas and the acceleration of urbanization, the rural school-age population has declined accordingly. Under this background, the government has issued the policy of adjusting the distribution of rural compulsory education schools. A series of problems and negative effects caused by withdrawal and merger have been revealed one after another when the work of withdrawing and merging has entered the deep water area. The rationality of withdrawing and merging schools has been questioned and there has been a dispute over "withdrawal" and "existence". With the withdrawal of the school and the depth of its hidden deep contradictions further revealed. In order to win the "last kilometer" victory, the local educational administrative departments should resolve the dilemma of withdrawing and merging schools with a high sense of social responsibility under the guidance of the people-oriented principle.
