新生代农民工子女教育公平状况调查与对策研究

【摘要】:随着经济的发展,代际的更替,新生代农民工的群体变得越来越壮大,逐步占据了很大比例。然而,新生代的农民工展现了与他们上一代农民工的父辈截然不同的新时代符号,他们拥有更高程度的文化水平以及更为开放而兼具包容性的思想,又因为长期在城市中生活,对社会、教育等方面的认识较上一代农民工更多更清楚,他们的教育观念、教育态度以及对教育公平的需求,与上一代农民工相比,发生了巨大的变化。教育公平不仅是不是宣扬在政策中的口号,而是每个适龄儿童实实在在必须获得的平等权利,不仅为了社会的和谐发展,更是为了祖国美好的明天。有这样一个群体,在祖国改革开放和伟大复兴的进程中发挥了至关重要的作用,他们就是农民工群体。新生代农民工群体以及他们上一代的父辈群体在祖国的发展历程中创造了不可忽视的功绩,正是因为他们共同的努力和付出,才有了城市现在的样子,是他们为每一个城市创造了便捷的生存环境和基础设施,而城市里的教育资源现在就应该反哺这个可敬的群体,政府有责任保障每个新生代农民工子女的平等享受义务教育的权利。但是迫于现实等很多原因,现在的农民工子女入学面临很多困境和障碍,他们的孩子并不能享受到和城市孩子一样的优质教育资源、便利的学习环境以及平等的升学考试机会。因此,本文从教育公平的需求满足角度出发,对X市Y公办学校的部分学生和家长展开了问卷调查,通过对新生代农民工子女和非农民工子女接受不同阶段教育的现状进行调查分析,试图找到目前新生代农民工子女在教育公平需求的满足方面存在问题和不足,从国家、政府、法律、学校和家庭多个方面提出解决问题的相应措施。本文共分四个部分:第一部分,主要介绍课题的研究背景,研究目的和意义,国内外研究研究现状,对本文涉及到的概念理论进界定说明,同时介绍本文研究思路和研究方法。第二部分,使用问卷调查从教育起点公平、教育过程公平和教育结果公平出发,对新生代农民工子女的在校教育和家庭教育调查,对教育公平的现状需求满足程度进行分析。第三部分,对第二部分的调查结果进行深层次的原因挖掘,重点分析造成教育公平的追求与现实矛盾的具体原因,本部分从二元社会的影响,入学制度是否合理,教育过程是否有差别,家庭的影响,相关政策,法律法规是否健全与合理进行探索。第四部分,这一部分主要是六大块探索如何化解教育公平与现实矛盾,第一要推进城乡教育一体化,第二是逐步推行电脑派位的入学制度,第三是发挥公办学校的重要作用,第四如何从家庭本身改善这种存在的矛盾,第五制定相关的政策,监督政策落实情况,第六建立健全相关的法律、法规。
[Abstract]:With the development of economy and the replacement of generations, the new generation of migrant workers has become more and more powerful and gradually occupied a large proportion. However, the new generation of migrant workers has displayed a new era that is completely different from their parents, with a higher level of education and a more open and inclusive mind, and because they have lived in cities for a long time. The understanding of society, education and other aspects is more and more clear than the previous generation of migrant workers, their educational concept, educational attitude and the need for education equity, compared with the previous generation of migrant workers, has undergone tremendous changes. Education equity is not only the slogan of the policy, but also the equal rights that every child of the right age must obtain, not only for the harmonious development of the society, but also for the bright future of the motherland. There is such a group, in the motherland reform and opening up and great rejuvenation process played a vital role, they are migrant workers. The new generation of migrant workers and their parents of their previous generation have created achievements that cannot be ignored in the course of the development of the motherland. It is precisely because of their joint efforts and efforts that they have come to the present state of the city. It is they who create a convenient living environment and infrastructure for every city, and the educational resources in the city should now feed this respectable group. The government has the responsibility to ensure that every new generation of migrant workers' children enjoy compulsory education on an equal basis. However, due to the reality and many other reasons, the children of migrant workers are facing many difficulties and obstacles, their children can not enjoy the same quality education resources as urban children, a convenient learning environment and equal opportunities for entrance examination. Therefore, from the point of view of satisfying the demand of educational fairness, this paper carries out a questionnaire survey on some students and parents of X City Y public school. Through the investigation and analysis of the current situation of the new generation of migrant workers' children and the children of non-migrant workers receiving different stages of education, this paper tries to find out the problems and shortcomings of the new generation of migrant workers' children in meeting the educational fair needs, from the state, the government, The law, schools and families put forward measures to solve the problem. This paper is divided into four parts: the first part mainly introduces the research background, research purpose and significance, research status at home and abroad, the conceptual theory involved in the definition of this paper, as well as the research ideas and research methods. In the second part, from the perspective of the equity of educational starting point, the fairness of educational process and the fairness of educational results, the author makes an investigation on the school education and family education of the children of the new generation of migrant workers, and analyzes the degree of satisfaction of the current situation of educational equity. The third part, carries on the deep level reason excavation to the second part investigation result, emphatically analyzes the concrete reason which causes the education fair pursue and the reality contradiction, this part from the dual society influence, whether the enrollment system is reasonable, Whether the educational process is different, the influence of the family, relevant policies, laws and regulations are sound and reasonable to explore. In the fourth part, this part mainly explores how to resolve the contradiction between educational fairness and reality. First, it is necessary to promote the integration of urban and rural education. The second is to gradually implement the admission system of computer allocation of places, and the third is to give play to the important role of public schools. Fourth, how to improve this existing contradiction from the family itself; fifth, formulate relevant policies, supervise the implementation of policies; sixth, establish and improve relevant laws and regulations.
