云南民国时期民族教育研究

【摘要】: 一、选题目的和意义 实施西部大开发,加快中西部地区发展,是党中央面向新世纪作出的重大决策,是西部地区经济和社会发展的历史转折点。西部地区是我国少数民族聚居地区,人口平均素质比较低,文盲、半文盲的比例相当高,缺乏一支符合要求的科学技术队伍与经济管理队伍,以及具有较高素质的普通劳动者,人才问题成为了制约西部大开发的瓶颈因素。因此,西部开发的关键环节是人才资源的大开发,而西部的人才资源开发很大程度上是少数民族的人才资源开发。人才资源开发的一个重要手段就是发展教育,要通过发展教育提高人的素质。 民族教育是我国整个教育事业的重要组成部分,是实现民族地区现代化、建设小康社会的基础,也是增强中华民族凝聚力的重要手段。发展民族教育是培养少数民族人才的关键,它能促进民族地区人们观念的现代化,能促进民族地区科技开发和技术创新,并带动民族地区经济和社会的全面发展,实现小康目标。西部少数民族地区要通过发展民族教育,提高国民整体素质,调整和完善劳动者的知识结构,成为了西部大开发的关键所在。 云南是我国的一个重要的少数民族聚居区,其世居民族就有彝族、白族、纳西族、哈尼族、傣族、傈僳族、佤族、拉祜族、景颇族、布朗族、阿昌族、普米族、怒族、德昂族、独龙族、基诺族等20多个。发展民族教育,开发云南民族地区的人才资源同样是促进云南经济和社会持续发展的重要手段。怎样发展西部少数民族地区特别是云南民族地区的民族教育,已经成为学术界研究的重要课题。民国时期,云南民族教育有一定程度的发展,同时也存在很多问题。本课题的目的就是在综合研究云南民国时期的民族教育实践的基础上,总结其经验和教训,为当今发展民族教育提供有益的借鉴。 二、研究思路和方法 1、研究思路 本课题将从五个方面对云南民国时期的民族教育进行综合研究。首先是对民族教育以及民国时期云南民族教育的有关方面进行简单介绍。然后是研究民国各级政府发展云南民族教育的政策及其云南近代学校教育的发展情况和存在的问题,并且将它作为本课题的主要内容进行研究。然后研究云南少数民族传统文化教育的情况,它主要包括民族家庭教育、民族社会教育和民族宗教教育。民族传统文化教育是民国时期云南民族 教育的主体形式,在民族教育中占有重要地位。当然,在当今 的时代条件下,民族传统教育的很多功能已经被现代学校教育 所取代,但它仍然是整个民族教育系统的重要组成部分。接下 来研究基督宗教在云南少数民族地区的传播概况特别是举办 教会教育的情况及其对云南民族教育的影响,因为,在民国时 期的云南,教会学校系统是教育大系统中的重要组成部分,在 一些偏远的山区,教会学校的影响超过了政府办的学校。最后, 在前面研究的基础上,进行综合分析,总结出民国时期云南民 族教育的经验教训,以及在当前西部大开发进程中对发展西部 特别是发展云南民族教育的借鉴意义。 2、研究方法 本课题以历史唯物主义为指导,综合运用历史学、人类学、 宗教学、教育学和社会学等学科的方法,,进行研究。 三、基本观点和新的创解 1、本课题是在学术界第一次将云南民国时期的民族教育 作为一个整体进行综合研究,它包括由各级政府举办的近代学 校教育、民族传统文化教育和教会教育三个部分。 2、民国时期,各级政府对发展云南少数民族近代学校教 育是比较重视的,采取了一系列措施,也取得了一定的成绩。 但是,由于社会性质等因素的制约,近代学校教育是措施多而 成效有限,还存在很多问题。 3、本课题比较系统地对教会学校的有关方面进行了研究。 认为,西方传教士本着传教的目的,在云南民族地区建立了教 会学校,在客观上传播了部分近代西方科学技术和文化知识及 其观念,开阔了人们的视野,提高了少数民族地区民众一定的 文化水平,促进了云南少数民族地区文化教育事业的发展;当 然它也存在致命的局限性,带来了比较严重的消极影响。 4、云南民族传统教育特别是民族家庭教育和民族社会教 育作为民族教育的重要组成部分,在当今民族教育中仍然发挥 着不可缺少的作用。 5、民国时期云南民族教育对当前发展云南的民族教育, 促进西部大开发具有重要的借鉴意义。
