建立科学有效的职称评价体系

【摘要】:正 专业技术职务实行评聘分开是职称改革的主要内容,也是激发专业技术人员队伍活力的重要手段。但评聘分开不等于任职资格的评审失去了意义,不等于评审工作可以放在可有可无的位置。相反,科学的评价专业技术人员所具有的专业知识水平和实际技术能力,仍然是专业技术职务聘用的主要依据。这种依据如果不是建立在可靠的基础之上,聘用的质量就会大打折扣,从而直接影响职称改革的评聘效果。因此,建立科学有效的职称评价体系对于职称改革来说有着非常重要的作用。
[Abstract]:The evaluation and separation of professional and technical posts is the main content of the professional title reform, and it is also an important means to stimulate the vitality of the professional and technical personnel. But the evaluation and appointment is not equal to the significance of the evaluation, which is not equal to the position that the evaluation work can not be put on. The level of professional knowledge and the actual technical ability are still the main basis for the employment of professional and technical posts. If this basis is not based on a reliable basis, the quality of the employment will be discounted, which will directly affect the evaluation and employment of the title reform. Therefore, the establishment of a scientific and effective title evaluation system is for the reform of professional titles. It's a very important role.
