社区教育政策与公民学习权保障的研究

【摘要】:20世纪80年代,我国社区教育开始兴起,并且逐渐得到重视。1993年在北京召开了全国社区教育研讨会,会上提出了探索我国社区教育发展的新思路:“把社区教育和社区发展结合起来,把社区教育与教育管理体制改革结合起来,把学校教育与社区参与结合起来。”这一思路已被广泛接受,社区教育开始从青少年的校外教育转向大教育观下的社区教育,社区教育得以迅速和健康地发展,并由城市推向农村。我国社区教育在管理体制建设、社区教育经费筹备、社区教育资源整合、社区教育对象、社区教育内容与形式以及社区教育工作者队伍建设等方面都有所发展。社区教育活动由自发状态逐渐向组织化、系统化、制度化转变,社区教育工作上升到了一个新的水平。因此制定科学的社区教育政策对加强社区教育发展具有重要意义。 “我们日益复杂化的社会使我们面临诸多越来越难于解决的政策问题”,1人们已经越来越重视政策研究,我国的“政策研究”起步于改革开放,并在我国社会科学和管理科学研究中逐渐确立了自己的地位,教育领域也逐渐对教育政策研究开始重视起来。“教育政策研究正成为国际教育研究中最突出的内容和最令人关注的焦点”,2作为教育研究领域重要组成部分的社区教育研究,理应适应社会潮流,关注社区教育政策研究。 本文对社区教育政策与公民学习权的保障进行研究,对中华人民共和国成立以来,特别是对改革开放后我国社区教育政策的发展历程进行分析,并探讨我国社区教育发展中公民学习权不能得到充分保障所存在的问题以及制约我国社区教育发展的政策原因,在此基础上,参照国外在开展社区教育中保障公民学习权的情况,提出了完善我国社区教育政策的若干建议与对策。因此,本研究不但在理论上进行了探索,而且还具有现实层面的实践价值。 本论文分为五章。 第一章:主要是对国外社区教育政策与公民学习权保障进行研究,包括国外社区教育发展历程。 第二章:聚焦于我国社区教育政策的历史和现状。介绍了我国导入社区教育的背景和我国开展社区教育的过程。对改革开放前我国社区教育政策的历史作了回顾,对改革开放以来我国社区教育政策的发展历程进行分析并总结其发展特点。对我国社区教育政策所蕴含的价值取向以及价值取向的变迁及其基本原因进行分析。对我国社区教育政策与公民学习权保障进行了简要分析。 第三章:从公民学习权保障的角度,对当前我国社区教育政策的实践现状进行剖析。当前我国社区教育的发展取得了一些成绩,但是与当今世界社区教育发展所达成的共识——即社区教育发展应在终身教育的框架体系下,充分保障社区居民的学习自主权、学习条件保障权和自身个性的发展权相比较,仍然存在较大的问题,例如缺乏教育的权利意识、缺乏稳定的师资队伍、必要经费的短缺、教育资源不足、内容和形式的影响等,从而导致了社区居民参与率低、主体意识淡薄以及基本学习权难以得到保障。针对这些问题,本章进一步分析制约我国社区教育发展而不能保障公民学习权的政策因素主要是行政主导性的色彩较浓、受传统观念的影响较强、社区教育保障体系尚未形成、政策的执行力度较弱等。 第四章:为了保障公民学习权对推进与完善我国社区教育的政策提出了一些理论与实践层面的建议。内容包括:推进社区教育理念的提升,加强学习权保障的政策意识;完善政策,构建以保障公民学习权为主的社区教育体系;科学管理,建立公民学习的社区教育保障机制;深化内涵,丰富以公民学习为主的社区教育内容。 第五章:总结本研究的结论,创新之处和有待研究的问题。
[Abstract]:In 1980s, community education in China began to rise, and the national community education seminar was held in Beijing in.1993. A new idea was put forward to explore the development of community education in China: "combine community education with community development, combine community education with educational management system reform, and teach schools." This idea has been widely accepted. The idea of community education has been widely accepted. Community education begins to shift from out of school education to large education. Community education is developed rapidly and healthily, and from cities to rural areas. Community education in China is in management system construction, community education funding preparation, community education resources. The integration, the object of community education, the content and form of community education and the construction of the team of community educators have developed. Community education activities are gradually organized, systematized and institutionalized from spontaneous state to a new level. Therefore, a scientific community education policy is made to strengthen the community. The development of education is of great significance.
"Our increasingly complex society has made us face a number of policy problems that are becoming more and more difficult to solve." 1 people have paid more and more attention to policy research. China's "policy research" has started in reform and opening up, and has gradually established its own status in the research of Social Science and Management Science in our country, and education policy is gradually on the educational policy. The study began to be emphasized. "Education policy research is becoming the most prominent content and the most important focus in international education research". 2 as an important part of the field of education and research, community education research should adapt to the social trend and pay attention to the research of community education policy.
This paper studies the policy of community education and the protection of the right of citizens' learning, and analyzes the development process of the community education policy in China since the founding of People's Republic of China, especially after the reform and opening up, and discusses the problems that the citizen's right of learning can not be guaranteed in the development of our community education and the restriction of our society. On the basis of the policy reasons for the development of education in the District, on this basis, it puts forward some suggestions and Countermeasures to improve our country's community education policy by referring to the situation of guaranteeing citizens' right to study in the community education abroad. Therefore, this study not only explores in theory, but also has practical practical value.
This paper is divided into five chapters.
Chapter one: It mainly studies the foreign community education policy and citizen's right to study, including the development course of community education abroad.
The second chapter focuses on the history and present situation of our country's community education policy, introduces the background of our country's introduction of community education and the process of developing community education in our country. The history of our country's community education policy before the reform and opening up is reviewed, and the development process of our country's community education policy since the reform and opening up is analyzed and its development is summarized. This paper analyzes the value orientation and the change of the value orientation and the basic reasons for the community education policy in China, and gives a brief analysis of our country's community education policy and the protection of the citizen's right to learn.
The third chapter: from the angle of the protection of the right of citizen's learning, the current situation of the practice of our country's community education policy is analyzed. The current development of community education in China has made some achievements, but the consensus reached with the development of community education in the world today - the development of community education should be under the framework of life-long education. There are still a lot of problems, such as the lack of awareness of the rights of education, the lack of a stable faculty, the shortage of necessary funds, the lack of educational resources, and the influence of the content and form, which leads to the low participation rate and subjective consciousness of the community residents. In view of these problems, this chapter further analyzes the policy factors that restrict the development of the community education in our country and can not guarantee the right to study the citizens. The main factors are the strong color of the administrative dominance, the strong influence of the traditional concept, the formation of the system of community education and protection, and the weak enforcement of the policy.
The fourth chapter: in order to guarantee the citizen's learning right to promote and improve the policy of community education in our country, some suggestions are put forward in theory and practice. The contents include: promoting the promotion of the concept of community education, strengthening the policy awareness of the protection of the right to study, perfecting the policy, and constructing the community education system which is the main part of the public learning rights; Management, establishing a community education guarantee mechanism for citizen learning, deepening the connotation and enriching the content of community education centered on citizen learning.
The fifth chapter summarizes the conclusions, innovations and problems to be studied.
