【摘要】:教师是一项特殊的人力资源,这是由教师的职业角色所决定的。有大量的研究表明,教师质量的优劣直接影响着教育质量的高低。目前我国地区之间、城乡之间教育发展不均衡实际上就是教师质量的不均衡,若长此以往,势必会影响我国基础教育的整体发展。为调整教师资源的分布格局,保障免费师范生就业顺利进行,促进教育均衡,继2007年教育部、财政部、人事部、中央编办联合颁发了《教育部直属师范大学师范生免费教育实施办法(试行)》之后,2010年5月教育部又出台了《教育部直属师范大学免费师范毕业生就业实施办法》,对免费师范生就业涉及的权利和义务等做了进一步比较明确的规定。公共政策就是在多元复杂的利益关系中,实现对社会资源的权威性分配,因此公共政策分析实质上是利益分析。免费师范生就业政策是教育领域的一项重大公共政策,其中关涉多方利益主体,各利益相关者的利益要求能否实现直接影响着政策的实施效果,因此从利益相关者的视角研究免费师范生就业政策具有重要意义。本文以免费师范生就业政策为研究对象,考察免费师范生就业政策在执行过程中存在的问题,从利益相关者的视角分析政策利益相关主体的政策利益,呈现政策执行过程中出现的利益冲突并提出完善免费师范生就业政策的建议。因而,本文分为四个部分:第一部分阐述利益相关者理论及其在免费师范生就业政策中的运用,分析免费师范生就业政策各利益相关者的利益需求。第二部分通过调查法,从利益相关者的视角剖析免费师范生就业政策在执行过程中存在的问题,主要体现为制定主体的利益要求未充分实现、执行主体间的合作困境、目标群体的消极不服从行为及受益群体间的政策利益失衡现象等。第三部分别从政策本身不合理的激励—惩罚机制、政策执行主体间协调机制缺失,利益矛盾突出、政策目标群体利益表达机制缺失和政策受益群体的政策资源不均衡四个维度分析了免费师范生就业政策存在问题的原因,为完善政策建议提供依据。第四部分针对免费师范生就业政策的成因分析,提出进一步完善政策的建议,完善政策文本内容,确立新的政策价值导向、建立教育行政部门的问责与监督机制、构建免费师范生的利益表达机制、向农村学校倾斜政策资源,保障其政策利益。
[Abstract]:The teacher is a special human resource, which is determined by the professional role of the teacher. A large number of studies have shown that the quality of teachers has a direct impact on the quality of education. At present, the unbalanced development of education between regions and urban and rural areas is actually the imbalance of teachers' quality. If this continues, it will inevitably affect the overall development of basic education in China. For the adjustment of distribution pattern of teacher resources, guarantee the free normal students employment smoothly, promote a balanced education, since 2007 the Ministry of education, Ministry of finance, Ministry of personnel, the central office jointly issued the "measures for the implementation of free education of normal students in normal universities directly under the Ministry of Education (Trial)", in May 2010 the Ministry of Education promulgated the "measures" of employment the implementation of the normal universities directly under the Ministry of education for free normal graduates, free normal employment relates to the rights and obligations made further clear provisions. Public policy is an authoritative distribution of social resources in a complex and complex relationship of interest, so the analysis of public policy is essentially an interest analysis. Free normal employment policy is an important public policy in the field of education, which involves multi stakeholders, the interests of all stakeholders can directly affect the effect of policy implementation, so from the perspective of stakeholders of free normal students employment policy has important significance. Based on the employment policy of free education for students as the research object, study employment policy of free education for students in the implementation of the existing problems in the process of policy analysis, stakeholder interest policy from the perspective of stakeholders, interests conflicts emerge in the process of policy implementation and puts forward some improvement suggestions of the employment policy of free education for students. Therefore, this paper is divided into four parts: the first part expounds stakeholder theory and its application in the employment policy of free normal students, and analyzes the interest needs of all stakeholders of free normal university students' employment policy. The second part through the investigation, analysis of free normal education from the perspective of stakeholders' employment policies in the implementation of the existing problems in the process, mainly for the interests of the main requirements are not fully developed to realize the cooperation between the main difficulties, the target group does not obey the negative behavior and inter group policy benefit imbalance etc.. The third part separately from the policy itself is not a reasonable incentive and punishment mechanism, policy coordination between the main mechanism is missing, interest contradiction, policy target groups benefit expression mechanism and lack of benefit from the policy group policy resources is not balanced in four dimensions of the free normal students employment policy problems, providing a basis for policy recommendations. The fourth part analysis of the causes of employment policy for free education, put forward to further improve the policy suggestions, improve the content of policy text, the policy value orientation, the establishment of the new accountability and supervision mechanism, the education administrative departments of construction of free normal students' interests expression mechanism, policy resources to rural schools, its security policy interests.
