【摘要】:我国“985”高校是中国科学技术以及创新的重点研究基地,其引领着我国关键科学技术研发核心的发展,是我国力争创建与国外名校相媲美的科学前沿中心。基于我国“985”高校的重要地位和作用,其获取的国家教育科研经费不断增长,如何科学评价其科研绩效,,进而合理配置其科研资源,充分挖掘科研潜力并促进其科研实力以及科研绩效的不断提高,是一个重要的研究课题。而科研效率作为科研绩效的重要体现,因此很有必要对我国“985”高校的科研投入与产出效率进行深入地研究与分析。 本文以我国“985”高校科研投入产出效率为评价对象,遵循DEA评价的基本原则,结合我国“985”高校自身的特点与科研特色,构建针对我国“985”高校科研投入产出效率评价的指标体系;根据以往高校科研评价方法的局限性构建了综合DEA评价模型,对我国“985”高校科研投入产出效率进行评价。首先运用CCR模型分析DEA有效单元,在DEA有效性分析的基础上,结合超效率DEA评价方法、交叉效率评价方法以及被引用次数法对DEA有效的决策单元进行分析,并且运用基于DEA的Malmquist生产率指数方法进行跨期生产率变动研究,实现对教育部直属高校科研效率的静态与动态的全面评价。最后针对我国“985”高校科研效率评价结果和由此反映的问题提出了进一步提升我国“985”高校科研绩效效率的政策建议。 本文对我国“985”高校科研绩效评价指标体系的构建和评价方法的选取、评价模型的建立进行了深入的研究,其研究思路和结果对于如何科学全面地从效率的角度评价我国“985”高校科研绩效具有重要的参考和借鉴意义。
[Abstract]:Chinese "985" colleges and universities are the key research bases of science and technology and innovation in China, which leads the development of the core of research and development of key science and technology in China. Is our country strives to establish the science front center which the foreign famous school competes with. Based on our country "985" university's important position and the function, its obtains the national education scientific research funds to increase unceasingly. How to scientifically evaluate its scientific research performance, and then rationally allocate its scientific research resources, fully tap the potential of scientific research and promote its scientific research strength and continuous improvement of scientific research performance. Scientific research efficiency is an important research subject, and scientific research efficiency is an important embodiment of scientific research performance. Therefore, it is necessary to deeply study and analyze the scientific research input and output efficiency of "985" colleges and universities in China. This paper takes the input-output efficiency of "985" colleges and universities in China as the evaluation object, follows the basic principles of DEA evaluation, and combines the characteristics and scientific research characteristics of the "985" colleges and universities in China. Constructing the index system for the evaluation of scientific research input-output efficiency of "985" colleges and universities in China; According to the limitations of the previous evaluation methods of scientific research in colleges and universities, a comprehensive DEA evaluation model is constructed. This paper evaluates the input-output efficiency of scientific research in "985" colleges and universities in China. Firstly, the CCR model is used to analyze the effective unit of DEA. Based on the analysis of the efficiency of DEA, the evaluation method of super-efficiency DEA is combined. The cross-efficiency evaluation method and the cited times method are used to analyze the effective decision making unit of DEA, and the Malmquist productivity index method based on DEA is used to study the intertemporal productivity change. To realize the static and dynamic evaluation of the scientific research efficiency of the universities directly under the Ministry of Education. Finally, aiming at the evaluation results of the scientific research efficiency of the "985" colleges and universities in China and the problems reflected therefrom, the paper puts forward the further improvement of the "985" in our country. Policy recommendations on the efficiency of Scientific Research performance in Colleges and Universities. In this paper, the establishment of the evaluation index system of scientific research performance of "985" colleges and universities in China, the selection of evaluation methods and the establishment of evaluation model have been deeply studied. Its research ideas and results have important reference and reference significance for how to evaluate the scientific research performance of "985" colleges and universities in China scientifically and comprehensively from the angle of efficiency.
