新时期我国地方高校突发事件处置的现状及对策研究

【摘要】：突发事件较多爆发于社会公共领域，长期以来并未受到地方高校的重视。随着各类突发事件在高校的频发，才逐渐进入公众视野，受到理论界、学术界和管理者的关注。地方高校相对于隶属于国家各部委所属院校和重点大学，在所处地域、办学规模、师资队伍、招生就业等方面具有明显的差异性。本文以地方高校为出发点，以近几年发生在地方高校的突发事件为研究对象开展探讨和研究。在对突发事件、地方高校、地方高校突发事件进行定义的基础上，分析地方高校的特殊性，探讨地方高校突发事件的分类和特征。利用马克思主义哲学的内因和外因理论分析，研究新时期我国地方高校突发性事件的本质和成因。通过对当前地方高校突发事件主要表现的分析，查找地方高校突发事件防范和处置过程中存在的问题。学习和借鉴政府公共危机管理和应急管理的理论体系，从防范机制、保障机制、应急机制、善后机制四个方面，提出自己对进一步加强和完善地方高校突发事件防范和处置工作的基本思路和对策建议。
[Abstract]:With the frequent occurrence of all kinds of emergencies in colleges and universities, it gradually enters the public view and receives the theoretical circle. The concern of academic circles and administrators. The local colleges and universities are relative to the colleges and universities affiliated to various ministries and departments of the country, in the region, the scale of running a school, the teaching staff. There are obvious differences in recruitment and employment. This paper takes the local universities as the starting point, taking the unexpected events in the local colleges and universities as the research object in recent years. Based on the definition of emergency in local colleges and universities, this paper analyzes the particularity of local colleges and universities, discusses the classification and characteristics of emergencies in local colleges and universities, and analyzes the internal and external causes of Marxist philosophy. This paper studies the nature and causes of sudden events in local colleges and universities in China in the new period. Through the analysis of the main manifestations of unexpected events in local colleges and universities at present. Find out the problems existing in the process of emergency prevention and treatment in local colleges and universities. Learn and learn from the theoretical system of government public crisis management and emergency management, from the prevention mechanism, safeguard mechanism, emergency mechanism. In this paper, the author puts forward his own basic ideas and suggestions for further strengthening and perfecting the prevention and handling of unexpected events in local colleges and universities in four aspects of the mechanism of rehabilitation and rehabilitation.
