地方高校向应用技术型高校转型中的治理结构

【摘要】：地方高校向应用技术型高校转型发展的过程中,探索与行业企业合作共赢的互动机制、坚持和完善党委领导下的校长负责制、增强地方高校与社会政治经济协调发展的能力,最根本的就是探索行业企业参与的新型治理结构。行业企业与地方高校在管理中的权力分配问题、尺度问题、权力制衡问题等是当前地方高校转型治理结构中存在的突出问题。地方高校向应用技术型高校转型应设立由行业企业等组成的高校董事会、专业指导委员会、监察委员会,建立健全地方政府、行业企业等参与地方高校管理的机制,确立和完善"企业参与、党委领导、校长管理、教授治学、群众监督"的新型治理结构。
[Abstract]:In the process of transformation and development from local colleges and universities to applied technology colleges and universities, we should explore the interactive mechanism of win-win cooperation with industries and enterprises, and adhere to and improve the system of president responsibility under the leadership of party committees. To enhance the ability of harmonious development between local colleges and social political economy, the most fundamental is to explore the new governance structure in which the industry enterprises participate, the power distribution problem and the scale problem in the management between the industry enterprises and the local colleges and universities. The problem of power balance is a prominent problem in the governance structure of the transformation of local colleges and universities. The transformation from local colleges and universities to applied technology colleges and universities should set up a board of directors and a professional steering committee composed of industry enterprises and so on. The supervisory committee shall establish and improve the mechanism for local governments and enterprises to participate in the management of local colleges and universities, and establish and perfect "enterprise participation, party committee leadership, president management, and teaching of academic research." The new governance structure of mass supervision.
