我国高校中外合作办学现状分析及质量保障对策研究

【摘要】:经过多年的发展,跨境高等教育已成为一种全球性的教育现象,其教育模式不再局限于单纯地输送本国学生赴海外留学,或者接受外国学生来本国学习,而是通过项目合作或远程教育等方式,以机构或项目的移动代替学生移动,开展跨境高等教育,使全球跨境高等教育更加灵活地开展。为顺应时代发展潮流,发展我国跨境高等教育,缓解国内高等教育的资源紧缺,我国正积极扩大教育开放的力度,开展多种形式的跨境高等教育的活动,其中,中外合作办学已经取得了令人瞩目的进展,已然成为我国高等教育的重要组成部分。随着中外合作办学的发展规模不断扩大,保证中外合作办学的办学质量,兑现教育承诺,培养高素质人才不仅是我国政府以及中外合作院校所追求的目标,更是保证多方利益,确保中外合作办学长久、可持续发展的关键所在。 中外合作办学在积极拓展的同时,暴露出一些制约其长远发展的问题。例如,“优质”资源的界定、公益与收益问题、产权归属问题、教育主权问题、质量保障问题等等。各种问题,追根溯源,即是质量保障问题。中外合作办学质量保障问题关系着中外合作办学的目标达成,其问题的解决对其他问题有着指引或者缓解作用。因此,中外合作办学当前重要工作就是构建行之有效的质量保障体系,为中外合作办学的可持续发展提供保障,为解决相关衍生问题提供指导。 有鉴于此,本论文以我国中外合作办学为研究对象,从跨境高等教育的角度,分析和阐述我国中外合作办学现状、趋势、动因、政策发展历程和重心,并重点分析中外合作办学的质量保障体系。通过对扬州大学与澳大利亚查理斯窦大学的中外合作办学实践的进行分析研究,从内部质量保障体系的角度分析其办学的优势、劣势。在以上研究的基础上,结合澳大利亚跨境高等教育经验,就如何完善中外合作办学质量保障体系给予对策与建议,以引导我国中外合作办学事业的可持续发展。
[Abstract]:After years of development, cross-border higher education has become a global educational phenomenon. Its educational model is no longer limited to simply sending its own students to study abroad, or accepting foreign students to study in their own countries. Instead of moving students by means of project cooperation or distance education, we can carry out cross-border higher education in order to make the global cross-border higher education more flexible, in order to keep pace with the trend of development of the times. To develop cross-border higher education in China and alleviate the shortage of resources for domestic higher education, China is actively expanding the opening up of education and carrying out activities in various forms of cross-border higher education, among which, Sino-foreign cooperation in running schools has made remarkable progress and has become an important part of higher education in China. With the development of Chinese-foreign cooperation in running schools, the quality of Chinese-foreign cooperation in running schools has been continuously expanded, and the quality of Chinese-foreign cooperation in running schools has been fulfilled. Cultivating high-quality talents is not only the goal pursued by our government and Sino-foreign cooperative colleges, but also the key to ensure the long-term and sustainable development of Chinese-foreign cooperation. At the same time, it exposes some problems that restrict its long-term development. For example, the definition of "high quality" resources, the problems of public welfare and income, the ownership of property rights, the question of education sovereignty, Quality assurance problems and so on. All kinds of problems are traced back to the source, that is, quality assurance problems. The quality assurance problem of Chinese-foreign cooperative schools is related to the goal of Sino-foreign cooperation in running schools. Therefore, it is important to construct an effective quality assurance system to guarantee the sustainable development of Chinese-foreign cooperative schools. Provide guidance for solving related derivative problems. In view of this, this paper takes Sino-foreign cooperative education as the research object, from the perspective of cross-border higher education, analyzes and expounds the present situation, the trend, the motivation, the policy development course and the center of gravity of the Sino-foreign cooperative education in China. Through the analysis of the practice of Sino-foreign cooperation in running schools between Yangzhou University and Charles Dou University in Australia, the advantages of the system are analyzed from the perspective of internal quality assurance system. On the basis of the above research, combined with the experience of Australia's cross-border higher education, this paper gives some countermeasures and suggestions on how to perfect the quality assurance system of Sino-foreign cooperation in running schools, in order to guide the sustainable development of Sino-foreign cooperation in running schools in China.
