云南省属大学高等教育国际化绩效评价研究

【摘要】:知识经济一体化、全球化的不断推进促进了中国高等教育国际化的深入发展。在高等教育国际化进程中,各地区根据自身特色采取了形式各异的高等教育国际化发展模式。就云南来说,身兼欠发达地区和边疆少数民族地区的双重特征,立足边疆、背靠祖国、扎根西南,远离北京、上海等国际化大都市而与东南亚、南亚等发展中国家近于咫尺。近年来,云南在高等教育层面上与东南亚、南亚等国的交流日益增多,其高等教育国际化发展势头正旺。因此,本文研究云南省属大学的高等教育国际化绩效评价模型对其高等教育国际化的发展具有实践意义和指导作用。首先,本文对高等教育国际化和绩效评价两方面的国内外研究动态和发展趋势做了文献综述。同时,对现有的高等教育国际化概念进行概览,从而整理概括得出相对完善的高等教育国际化概念和内涵。其次,本文对中国的高等教育国际化发展进程和发达国家的高等教育国际化发展进程进行了梳理,对最具代表性的高等教育国际化评价指标体系进行了概览,通过反复推敲、对比分析,同时按照各指标体系共性大于50%的原则,构建了云南省属大学高等教育国际化绩效评价指标体系。再次,本文选择了灰靶评价模型来对云南省属大学的高等教育国际化绩效进行评价,确立的云南省属大学高等教育国际化绩效评价模型的系统结构包括:参与海外交流的学生数量占比(R1)、留学生数量占比(R2)、公派出国的教师数量占比(R3)、外籍教师数量占比(R4)、建立对外交流关系的高校数量(R5)、参与或主持的国际科研合作项目数量(R6)、建立对外交流关系的国际和地区数量(R7)、被三大索引收录的论文数量占比(R8)等8个指标。同时,通过比较分析择优选取了CRITIC客观赋权法来改进灰靶模型中各指标权重相等的不足之处,从而构建了云南省属大学高等教育国际化绩效评价模型。最后,对云南省属大学的高等教育国际化绩效评价模型进行了实证检验。通过数据搜集以及对云南省属的19所大学进行调研来获得原始数据,将数据带入云南省属大学高等教育国际化绩效评价模型中进行验算。结果表明,通过该评价模型运算得出的结果与高校本身的高等教育国际化绩效实际发展水平相一致。由此证明,本文所构建的云南省属大学高等教育国际化绩效评价模型具有较高的可靠性和有效性。本文的创新点主要包括三个方面:(1)视角方面。目前虽然关于高等教育国际化的研究较为丰富,但专门针对云南省属大学的高等教育国际化绩效评价的相关研究却是十分稀少。因此,本文将视角锁定在云南省属大学的高等教育国际化绩效评价模型这一主体,视角新颖。(2)评价指标体系方面。通过对比分析现有的高等教育国际化评价体系,经反复推敲、多次检验,最终构建出一套包括8个指标的评价体系。(3)评价模型方面。本文选取灰靶模型来研究主体,并针对传统灰靶模型中各指标权重相等的不足之处,创新地用CRITIC客观赋权方法来对其进行改进,并最终构建出云南省高等教育国际化绩效评价模型。
[Abstract]:The integration of knowledge economy, globalization has promoted the development of internationalization of higher education Chinese. In the process of internationalization of higher education in all regions, adopted the mode of internationalization of higher education in different forms according to their own characteristics. The case of Yunnan, has dual characteristics, underdeveloped areas and minority areas based on the frontier, backed by the mainland, rooted in southwest, away from Beijing, Shanghai and other international metropolis with Southeast Asia, South Asia and other developing countries to close. In recent years, the higher education level in Yunnan and Southeast Asia, South Asia and other countries exchanges increasing, the internationalization of higher education development momentum. Therefore, it is of practical significance and guiding role in the development of the internationalization of higher evaluation Yunnan provincial university education internationalization performance model of higher education. The system structure includes: the number of students to participate in overseas exchange ratio (R1), the number of students accounted for (R2), the number of public school teachers abroad accounted for (R3), the proportion of the number of foreign teachers (R4), the number of the establishment of foreign exchange relations (R5), the number of participated in or presided over the international the scientific research cooperation project (R6), the number of the establishment of foreign exchange relationship between regional and international (R7), the number of papers are three major indexes included the proportion (R8) of 8 indicators. At the same time, through the comparative analysis of selected CRITIC objective weighting method to improve the deficiencies of equal weights of grey target model thus, build the model of the internationalization of higher education performance evaluation of Yunnan provincial university. Finally, the empirical test for the evaluation of the internationalization of higher education performance of Yunnan provincial university model. Through the data collection and the 19 universities of Yunnan province to conduct research to obtain the original data, the data will be Into the checking model of internationalization of higher education performance evaluation of Yunnan provincial university. The results show that the results of the evaluation model are obtained and the universities themselves higher education internationalization performance actual development level. This proves that the reliability and validity of the Yunnan Provincial College of higher education internationalization performance evaluation model established in this paper. This paper has high the innovation mainly includes three aspects: (1) perspective.
