“硕师计划”实施现状的调查与分析

【摘要】:为了解决农村教师匮乏和整体素质偏低的问题,教育部决定从2004年开始实施“农村学校教育硕士师资培养计划”(简称“硕师计划”)。该计划是通过推荐免试攻读教育硕士、“特岗计划”等政策导向,鼓励和吸引优秀大学毕业生服务农村教育事业的重要途径,也是创新教师培养模式、造就大批高层次高素质骨干教师的重要举措。然而城乡的现实差距以及农村教育的复杂性,致使硕师计划在实施过程中出现了一些问题。比如存在农村教育硕士招生难、相关单位积极性不高、政策执行不力、农硕生培养质量难保证、农硕生流失严重等问题。为了更好的实施硕师计划,相关单位应该提高积极性并加强监控、落实政策,同时两校合作共同提高农硕生的培养质量,有关部门还要着力改善农村学校工作环境,提高待遇,留住农村教育硕士。
[Abstract]:In order to solve the problems of the shortage of teachers in rural areas and the low overall quality of teachers, In 2004, the Ministry of Education decided to implement the "Master of Education teacher training Program in Rural Schools" (abbreviated as the "Master of Education Program"), which is guided by policies such as recommending non-examination-free studies for master of education, "special post program", etc. The important way to encourage and attract the excellent university graduates to serve the rural education is also an important measure to innovate the teacher training mode and bring up a large number of high-level and high-quality backbone teachers. However, there is a real gap between urban and rural areas and the complexity of rural education. As a result, there are some problems in the implementation of the master's plan. For example, there are difficulties in recruiting masters in rural education, the enthusiasm of relevant units is not high, the implementation of policies is weak, and the quality of master's education in agriculture is difficult to guarantee. In order to better implement the master's program, the relevant units should increase their enthusiasm, strengthen monitoring and implement policies, and the two schools should work together to improve the training quality of agricultural master students. Relevant departments should also strive to improve the working environment of rural schools, improve treatment, and retain master of education in rural areas.
