新加坡教师教育质量保障体系研究

【摘要】:教师教育质量保障体系是否完善是一国教师质量成败的关键。在研究中我们注意到,教师质量的控制贯穿于教师职前教育、教师入职教育、教师职后教育等各个环节,教师质量的高低,主要取决于教师教育质量保障体系是否健全有效。 新加坡的教师教育质量保障体系从上20世纪七十年代就已经开始建立,经过三十多年的发展和完善,通过了新加坡教育的历次改革考验和教学实践检验,已成为一个相对成熟、合理、理性的体系建制。总体来讲,新加坡教师教育质量保障体系主要分为三个主线:一是行政主线,运用“认证-执照”保障机制;二是教师教育机构主线,国立教育学院以“基于研究”的培养计划和课程、招生、培养、实践及学位授予等环节进行质量全封闭控制;三是教师专业组织主线,新加坡教师教育学术团体设置“认可-执照-资格证书”的保障机制控制行业内的教师质量。新加坡视人才为其‘第一资源’,在人才培养模式、保障要求、认证标准、和教师教育发展的战略布局等方面都有可圈可点之处。本文围绕新加坡职前教师教育、新入职教师教育和职后教师教育几个阶段,论证了其教师教育质量保障的全过程,并结合我国的教师教育质量保障现状对这个体系进行了一定的评价。
[Abstract]:Whether the quality assurance system of teacher education is perfect or not is the key to the success or failure of teacher quality in a country. In the research, we noticed that the control of teacher quality runs through every link of teacher pre-service education, teacher entering education, teacher post-service education and so on. The quality of teachers mainly depends on whether the guarantee system of teacher education quality is sound and effective. The quality assurance system of teacher education in Singapore has been established since the 1970s. After more than 30 years of development and improvement, it has passed the tests of education reform and teaching practice in Singapore. It has become a relatively mature, rational and rational system. Generally speaking, the quality assurance system of Singapore's teacher education is divided into three main lines: one is the administrative main line, using the "Authentication-Licensing" guarantee mechanism; The second is the main line of teacher education institutions, and the National Institute of Education carries out completely closed quality control with "research-based" training plans and courses, enrollment, training, practice and degree awarding; third, the main line of teacher professional organizations. The Singapore Institute of teacher Education has set up a "Accreditation, Licensing and qualification Certificate" guarantee mechanism to control the quality of teachers in the industry. Singapore regards talent as its' primary resource,'in terms of personnel training model, security requirements, certification standards, And the strategic layout of the development of teacher education. This paper discusses the whole process of ensuring the quality of teacher education in Singapore, focusing on the stages of pre-service teacher education, new teacher education and post-service teacher education. Combined with the current situation of quality assurance of teacher education in our country, this system is evaluated to a certain extent.
