【摘要】：教育是衡量一个国家实力的重要依据,而高等教育在提高民族整体文化水平、国民教育和开发国家科技潜力等方面的作用更是不可替代。苏联时期哈萨克斯坦的教育得到迅速的发展,在当时的中亚地区居于前列,但高等教育发展有限。1991年苏联解体后,哈萨克斯坦基本沿袭了苏联的教育体制。独立后的哈萨克斯坦政治、经济形势发生了一些新的改变,在这种情况下,为了使高等教育更好地满足国民经济日益增长的需求,为国家和社会培养高水平的专业人才,并成功地实现与国际高等教育的一体化,政府在教育领域进行了一系列的改革。本文主要以哈萨克斯坦高等教育为研究对象,围绕高等教育的发展、改革、国际合作等问题展开。由于国内学者对哈萨克斯坦高等教育没有专门的研究,所以笔者期望通过本文,使国人对哈萨克斯坦高等教育有全面了解,为中哈两国之间以及中哈在上海合作组织框架内的教育交流与合作提供借鉴之处。本文主要分为三部分：第一部分讲独立前哈萨克斯坦的高等教育,分别介绍了沙皇俄国时期和十月革命至苏联解体(1917-1991)时期哈萨克斯坦的教育状况。第二部分主要讲哈萨克斯坦的高等教育改革,包括改革的背景、改革的对象和措施和改革的影响。第三章讲哈萨克斯坦的高等教育现状,包括立法基础及教育思想、体制、高校及师生、国际合作等。
[Abstract]:Education is an important basis for measuring the strength of a country, and the role of higher education in improving the overall cultural level of the nation, the national education and the development of the national scientific and technological potential is more irreplaceable. The education in Kazakhstan in the Soviet period was developed rapidly and in the middle and Asian regions of the time, but the development of higher education was limited.19 After the disintegration of the Soviet Union in 91 years, Kazakhstan basically followed the educational system of the Soviet Union. After the independence of Kazakhstan, some new changes have taken place in the political and economic situation. In this case, in order to make higher education better meet the growing demand of the national economy, it is successful to cultivate high level professional talents for the state and society. In order to integrate with international higher education, the government has carried out a series of reforms in the field of education.
This article mainly takes Kazakhstan higher education as the research object, focusing on the development of higher education, reform, international cooperation and other issues. Because the domestic scholars have no special research on Higher Education in Kazakhstan, the author hopes that through this paper, the Chinese people have a comprehensive understanding of Kazakhstan higher education and between China and Kazakhstan. And the Sino Kazakhstan education exchange and cooperation within the framework of the Shanghai cooperation organization.
This article is divided into three parts: the first part is about the higher education in Kazakhstan before independence. It introduces the education status of Kazakhstan in the period of Czar Russia and the period of the October revolution and the disintegration of the Soviet Union (1917-1991). The second part mainly talks about the reform of higher education in Kazakhstan, including the background of reform, the object and measures of the reform. The third chapter talks about the current situation of higher education in Kazakhstan, including the legislative basis and educational ideology, system, universities, teachers and students, and international cooperation.
