高校科技与经济协调发展综合评价

【摘要】:科技进步推动了人类历史上的三次产业革命,彻底改变了人类的生活方式。科技进步所带来的巨大能量引起世界各国的关注,高校作为人才培养和基础研究的重要基地,其科研角色不容忽视。市场经济体制下,高校科技实力强弱关系到我国在激烈国际竞争中的地位。胡锦涛主席在党的十八大报告中指出:近年来我国科技改革得到了稳步推进,但科技创新能力不强,发展不平衡、不协调、不可持续的问题仍然突出。深入探讨高校科技系统存在的问题,对于提升我国科技水平,促进经济发展有着重大的理论与现实的双重意义。 通过对我国高校科技发展现状与美国、日本、德国等发达国家的高校科技投入水平的横向与纵向比较发现,我国对高校科技投入力度与发达国家相比仍有一定差距;对我国31省高校科技投入产出现状的定性分析中,发现目前我国高校科技发展严重不平衡。本文从高校科技进步贡献率、高校科技与经济综合协调发展评价、高校科技投入产出结构三个方面层层深入,对高校科技进行全面细致的分析评价。 文章首先采用C-D生产函数与产出值法结合,将高校科技进步贡献率从科技贡献率中有效的分离出来,并运用卡尔曼滤波估计对参数进行有效估计,减少估计误差,建立高校科技进步对经济发展贡献率的量化模型。实证分析我国与美国、德国、日本的高校科技进步贡献率差异,比较分析发现我国高校科技进步贡献率水平与美国、德国仍存在较大差距,高校科技的地位仍有待提高。为定量分析我国高校科技与经济协调发展水平,将模糊综合评价理论与协同学理论结合,建立我国高校科技与经济综合协调发展评价模型。利用我国2009年至2011年31省数据进行实证分析结果表明,我国高校科技与经济的协调发展现状不容乐观,超过一半省份濒临失调或严重失调。为优化我国高校科技投入结构,采用面板数据模型对我国31省高校科技投入产出结构进行进一步分析,计算高校科技投入指标的边际贡献,为优化资源配置提供科学的政策依据。结果表明,各项投入指标对不同产出指标的边际贡献差异显著。因此在发展地区高校科技时,需要根据地区实际情况,提高边际贡献较高的高校科技投入要素,调整科技投入结构,优化科技资源配置。
[Abstract]:The progress of science and technology has promoted the three industrial revolution in human history, completely changed the way of human life. The great energy brought by the progress of science and technology arouses the attention of all countries in the world. As an important base of talent training and basic research, colleges and universities can not be ignored. Under the market economy system, the strength of scientific and technological strength of colleges and universities is related to In the eighteen major report of the party, President Hu Jintao pointed out that China's scientific and technological reform has been steadily advancing in recent years, but the ability of scientific and technological innovation is not strong, and the problems of unbalance, incoordination and unsustainable development are still outstanding. The problems existing in the scientific and technological system in Colleges and universities are deeply explored to promote the science and technology of our country. To promote economic development is of great theoretical and practical significance.
Comparing with the horizontal and vertical comparison of the scientific and technological development of universities in China and the developed countries of the United States, Japan, Germany and other developed countries, it is found that there is still a certain gap between China and the developed countries. In the qualitative analysis of the present situation of scientific and technological input-output in 31 provinces and universities in China, it is found that the University of our country is present at present. The development of science and technology is seriously imbalanced. This paper makes a comprehensive and detailed analysis and evaluation of University Science and technology from three aspects: the contribution rate of scientific and technological progress in Colleges and universities, the evaluation of the comprehensive coordinated development of science and technology and economy in Colleges and universities, and the structure of the input and output of science and technology in Colleges and universities.
The article first uses the C-D production function and the output value method to separate the contribution rate of the scientific and technological progress from the scientific and technological contribution rate, and use the Calman filter to estimate the parameters effectively, reduce the estimation error and establish the quantitative model of the contribution rate of the University's scientific and technological progress to the economic development. The contribution rate of scientific and technological progress in Universities in Germany and Japan is different. It is found that the contribution rate of scientific and technological progress in universities and colleges in our country still exists a big gap between the United States and Germany, and the status of science and technology in Colleges and universities still needs to be improved. The evaluation model of the comprehensive coordinated development of science and technology and economy in China's colleges and universities is made. The results of the empirical analysis of 31 provinces in China from 2009 to 2011 show that the current situation of the coordinated development of science and technology and economy in China's colleges and universities is not optimistic, and more than half of the provinces are on the verge of misalignment or serious maladjustment. The model makes a further analysis on the input and output structure of science and technology in 31 provinces and universities in China, calculates the marginal contribution of the index of scientific and technological input in Colleges and universities, and provides a scientific policy basis for optimizing the allocation of resources. The results show that the marginal contribution of various input indicators to the different output indicators is significant. Therefore, the base areas are needed in the development of the University Science and technology in the region. In the actual situation, we should improve the science and technology input elements of universities with higher marginal contribution, adjust the structure of science and technology input, and optimize the allocation of science and technology resources.
