省教育行政部门对民办高校实施绩效管理的对策研究

【摘要】:作为我国社会主义高等教育事业的重要组成部分,民办高校的改革发展在整个高等教育改革体系中越来越受到关注。通过改善硬件设施,扩大办学规模,提高办学水平,民办高校不断提升自身的软实力,努力增强自身的竞争力。基于民办高校自身条件的限制或称“先天不足”,使得教育行政部门对民办高校的管理不可缺位。其中,,省教育行政部门对民办高校的绩效管理是政府对民办高校管理中的关键环节,直接关系到民办高校的科学发展和未来走向。基于此,本文围绕省教育行政部门对民办高校实施绩效管理这一命题进行了研究。 本研究结合我国民办高校的发展进程,首先从对省教育行政部门对民办高校的管理分析入手,即对省教育行政部门对民办高校实施绩效管理的必要性进行了阐释,并对省教育行政部门对民办高校实施绩效管理的现状进行了考察。 接着,在上述分析和考察的基础上,结合民办高校的实际运行情况,将省教育行政部门实施绩效管理的方法引入到其对民办高校的绩效管理领域,在省教育行政部门对民办高校实施的现行绩效管理办法的基础上,探讨了省教育行政部门对民办高校实施绩效管理的体系建构问题,诸如:如何建立民办高校绩效考核软、硬指标体系,绩效考核结果对民办高校的宏观调控作用,对民办高校规范化、健康化、优质化、可持续化发展的引导作用等。最后,针对如何强化省教育行政部门对民办高校实施绩效管理的管理体系的运行提出了改进对策和建设路径。
[Abstract]:As an important part of socialist higher education in our country, the reform and development of private colleges and universities are paid more and more attention to in the whole reform system of higher education. By improving the hardware facilities, expanding the scale of running a school and raising the level of running a school, private colleges and universities are constantly enhancing their own soft power and striving to enhance their own competitiveness. Because of the limitation of private colleges and universities, it is called "natural deficiency", which makes the administrative department of education not lack of management of private colleges and universities. Among them, the performance management of the provincial administrative department of education to the private universities is the key link in the management of the government to the private colleges and universities, which is directly related to the scientific development and future trend of the private colleges and universities. Based on this, this paper focuses on the proposition that provincial educational administrative department implements performance management in private colleges and universities. This study combines the development process of private colleges and universities in our country, begins with the analysis of the management of the provincial administrative department of education to the private colleges and universities, that is, the necessity of implementing the performance management of the private colleges and universities in the administrative departments of education of the province. The current situation of performance management in private colleges and universities by provincial educational administrative department is also investigated. Then, on the basis of the above analysis and investigation, combined with the actual operation of private universities, the performance management method of provincial education administrative department is introduced to the field of performance management of private universities. On the basis of the current performance management methods implemented by the provincial educational administrative department to the private colleges and universities, this paper probes into the construction of the performance management system of the provincial educational administrative departments to the private colleges and universities, such as: how to establish the performance evaluation soft of the private colleges and universities. The hard index system, the result of the performance appraisal plays the role of macro-control to the private colleges and universities, and the guidance function to the standardization, health, high quality and sustainable development of the private colleges and universities. Finally, the author puts forward the countermeasures and construction ways to strengthen the performance management system of the provincial educational administrative department.
