我国民办高校可持续发展中存在的问题及对策研究

【摘要】：伴随经济发展，我国民办高校已经成为高等教育体系中的生力军。在新的历史时期，民办高校的发展既面临机遇，也面临挑战。如何在日益严峻的教育形势下，，提升民办高校的教育质量，拓宽其发展空间是每个民办高校亟待解决的现实问题。可持续发展是一种新型的发展模式，其发展道路已被全世界认可。我们用可持续发展的观念来审视民办高校的发展是十分必要的，具有重大的现实意义。要想提升民办高校的竞争力，实现其可持续发展，就必须认识民办高校的可持续发展中所面临的问题及其原因，并采取有针对性的对策加以解决。基于这样的考虑，本文将民办高校的可持续发展作为研究的课题。本文将可持续发展的理论和观念引入民办高校发展的研究之中，探索民办高校发展的规律及科学的内部运营机制，有助于为民办高校的发展提供新的模式，有利于民办高校清醒认识自身办学条件，有助于民办高校的可持续发展。本文从可持续发展的理念出发，运用高等教育可持续发展观的基本理论，采用文献研究法、思辨研究法、比较法和历史研究法，对我国现有民办高校法律环境、管理体制、评价制度、办学定位、办学质量、运作机制等进行了探讨。首先对民办高校和可持续发展的概念进行界定，分析了民办高校可持续发展的必要性，并对民办高校可持续发展进行了理论对照；其次，对民办高校可持续发展过程中存在的问题及其原因进行分析，并从法律不完善和政府支持存在缺陷两个角度寻求原因；最后从六方面提出实现民办高校可持续发展的对策。本文认为，伴随高等教育扩大招生，民办高校的市场化和功利化也愈来愈明显，这严重地制约着民办高校的可持续发展。在这种背景下，民办高校要想实现其可持续发展，就必须端正其办学理念，调整专业课程，完善治理机制。因此，科学的办学理念是我国民办高校可持续发展的前提。用优越的条件来吸引教师，促进教师队伍的稳定发展，是民办高校可持续发展之关键。实现资金、管理、人才的协调统一，这不仅是民办高校可持续发展的基础，同时也是我国民办高校可持续发展的表现。此外构建适合我国民办高校发展的管理体制，也是我国民办高校可持续发展不可忽视的重要条件。
[Abstract]:With the development of economy, private colleges and universities in our country have become the fresh force in higher education system. In the new historical period, the development of private colleges and universities is faced with both opportunities and challenges. How to improve the educational quality of private colleges and universities and broaden their development space is a practical problem to be solved urgently in every private university under the increasingly austere educational situation. Sustainable development is a new development model, its development path has been recognized all over the world. It is very necessary for us to use the concept of sustainable development to examine the development of private colleges and universities, which is of great practical significance. In order to improve the competitiveness and realize the sustainable development of private colleges and universities, we must understand the problems and their causes in the sustainable development of private colleges and universities, and take targeted countermeasures to solve them. Based on this consideration, the sustainable development of private colleges and universities as a research topic. This paper introduces the theory and concept of sustainable development into the study of the development of private colleges and universities, and explores the law of the development of private colleges and universities and the scientific internal operation mechanism, which is helpful to provide a new model for the development of private colleges and universities. It is beneficial to the private colleges and universities to understand their own conditions of running a school, and to help the sustainable development of private colleges and universities. Starting from the concept of sustainable development, using the basic theory of sustainable development of higher education, adopting the methods of literature research, speculative research, comparison and historical research, this paper analyzes the legal environment and management system of private colleges and universities in China. The evaluation system, school orientation, school quality and operation mechanism are discussed. Firstly, it defines the concepts of private universities and sustainable development, analyzes the necessity of the sustainable development of private colleges and universities, and makes a theoretical comparison of the sustainable development of private colleges and universities. Secondly, it analyzes the problems and causes in the process of sustainable development of private colleges and universities, and looks for the reasons from the two angles of imperfect laws and defects in government support. Finally, the paper puts forward the countermeasures to realize the sustainable development of private colleges and universities from six aspects. This paper holds that with the expansion of enrollment in higher education, the marketization and utilitarianism of private colleges and universities are becoming more and more obvious, which seriously restricts the sustainable development of private colleges and universities. Under this background, if private colleges want to realize their sustainable development, they must correct their idea of running a school, adjust the professional curriculum and perfect the governance mechanism. Therefore, the scientific idea of running a school is the premise of the sustainable development of private colleges and universities in China. To attract teachers and promote the steady development of teachers is the key to the sustainable development of private colleges and universities. It is not only the foundation of the sustainable development of private colleges and universities, but also the performance of the sustainable development of private colleges and universities in our country. In addition, the establishment of a management system suitable for the development of private colleges and universities in China is also an important condition for the sustainable development of private colleges and universities in China.
