我国高等教育国际竞争力及其政策绩效实证研究

【摘要】:经济全球化和国际贸易自由化迅猛发展使21世纪成为国际日益合作与激烈竞争并存的世纪。国家之间综合竞争力的较量引起了全世界广泛的关注。教育竞争力是国家竞争力的重要组成部分。高等教育作为教育的最高层次,是影响教育国际竞争力发展的关键因素。 一个国家国民经济的发展、社会的进步、科学文化水平的提高,在很大程度上都取决于高等教育所培养的人才数量与质量。高等教育所提供的人才资源是一个国家综合国力的主要构成因素之一。发展高等教育国际竞争力已经成为推动国家综合国际竞争力,实现可持续发展的重要手段。高等教育政策直接影响着高等教育发展的方向、方法和过程,因此,高等教育政策绩效值得深入研究和探讨。 本文从基础概念内涵界定入手,运用理论研究与实证研究相结合,文献资料法与历史研究法相结合,定性研究与定量研究相结合的研究方法,分析高等教育国际竞争力的影响因素,构建评价指标体系,并在此基础上开展了一系列的实证研究。 本文共五章:第1章为绪论部分,论述本研究的背景和意义,系统梳理本研究主题相关的研究,确定本研究的主题与方法;第2章为相关理论基础与研究假设,对国际竞争力、高等教育国际竞争力、政策绩效等基础概念作出合理界定,并提出若干理论假设。第3章为高等教育国际竞争力实证研究部分,笔者参考21所大学联盟与“质量与水平”课题的两种高等教育质量评价指标体系,构建新的高等教育国际竞争力评价指标体系,运用SPSS对40个国家1999-2008十年的高等教育国际竞争力展开排名,对我国高等教育国际竞争力的现状进行评价,并对现状原因展开分析。第4章为政策绩效实证研究部分,首先制定高等教育政策量化标准,对1999-2008年十年高等教育政策进行量化评定,在得到高等教育政策绩效值的基础上,共展开了四个方面的实证研究:(1)将政策绩效值(政策数量、政策目标得分、政策力度得分、政策措施得分)与高等教育国际竞争力展开相关分析和回归分析验证了假设H1;(2)将高等教育政策绩效值与部分高等教育指标相关分析,验证了假设H2;(3)探讨了高等教育政策滞后效应模型(4)最后进行了高等教育国际竞争力影响因素的多元回归方程探索。第5章为结束语,系统的梳理本研究的研究成果、结论、创新点以及不足,并作出展望。
[Abstract]:The rapid development of economic globalization and international trade liberalization makes the 21st century a century in which international cooperation and fierce competition coexist day by day. The contest of comprehensive competitiveness between countries has aroused widespread concern all over the world. Educational competitiveness is an important part of national competitiveness. As the highest level of education, higher education is a key factor affecting the development of international competitiveness of education. The development of a country's national economy, the progress of society and the improvement of the level of science and culture depend to a great extent on the quantity and quality of talents trained in higher education. The talent resource provided by higher education is one of the main components of a country's comprehensive national strength. Developing international competitiveness of higher education has become an important means to promote national comprehensive international competitiveness and realize sustainable development. The policy of higher education directly affects the direction, method and process of the development of higher education. Therefore, the policy performance of higher education is worthy of further study and discussion. This paper starts with the definition of the basic concept, combines the theoretical research with the empirical research, the literature method with the historical research method, the qualitative research with the quantitative research, and the qualitative research with the quantitative research. This paper analyzes the influencing factors of international competitiveness of higher education, constructs an evaluation index system, and carries out a series of empirical studies on this basis. This paper consists of five chapters: the first chapter is the introduction part, which discusses the background and significance of this study, systematically combs the relevant research topics, determines the theme and methods of this study; Chapter 2 is the theoretical basis and research hypothesis, which defines reasonably the basic concepts of international competitiveness, international competitiveness of higher education and policy performance, and puts forward some theoretical assumptions. Chapter 3 is the empirical study of the international competitiveness of higher education. The author constructs a new evaluation index system of international competitiveness of higher education by referring to the two evaluation index systems of higher education quality of 21 universities alliance and the subject of "quality and level". This paper uses SPSS to rank the international competitiveness of higher education in 40 countries in the decade 1999-2008, evaluates the current situation of international competitiveness of higher education in China, and analyzes the reasons for the present situation. Chapter 4 is the empirical study of policy performance. Firstly, the quantitative criteria of higher education policy are established, and the 10-year policy of higher education from 1999 to 2008 is evaluated quantitatively, and the performance of higher education policy is obtained. Four aspects of empirical research were carried out: (1) the policy performance (policy number, policy goal score, policy intensity score), Policy measures score) and higher education international competitiveness analysis and regression analysis to verify the hypothesis H 1; (2) the correlation analysis between the policy performance of higher education and some higher education indicators verifies the hypothesis H _ 2; (3) the model of lag effect of higher education policy is discussed. (4) finally, the multivariate regression equation of the influencing factors of international competitiveness of higher education is explored. Chapter 5 is the concluding remarks, systematically combing the research results, conclusions, innovations and shortcomings, and makes a prospect.
