高校毕业生就业质量评价体系研究

【摘要】:就业是现代社会生活中一个非常重要的问题。就业是国民经济发展的基础,是国家稳定的基础,也为市场经济条件下的个人提供了生存和发展的基本条件。高等教育大众化后期,提升高等教育质量是我们现阶段高等教育的重点工作。为了全面系统提升我国高等教育的质量,《国家中长期教育改革和发展规划纲要(2010-2020)》中提出要对教育质量评价和人才评价的制度进行全面的改革。高校毕业生就业质量越来越被国家、社会及学校重视与关心,衡量高校办学水平的高低,毕业生的就业质量已成为一个重要指标。所以,提高毕业生就业水平、提升就业质量已越来越成为目前高校重点工作。 目前,教育部把“一次性就业率”作为评价各高等院校毕业生就业工作核心指标。事实也证明,这一指标确实推动了高等学校大学生就业工作的改革与发展,但是“一次就业率”只能反映出某一阶段就业人数数量的情况,不能对整体就业的质量上作出科学评价。因此,要认真分析影响高校毕业生就业质量高低的各种因素,设计出一套切实可行的、涵盖影响就业质量高低的主要因素的高校毕业生就业质量评价系,为当前教育行政部门提供一套科学性、准确性的体系。 由此,笔者首先,通过查阅相关高校毕业生就业质量评价体系文献和研究国内外高校毕业生就业质量评价体系的现状,结合现阶段高校毕业生的特点和操作的实际情况,选择出高校毕业生就业质量的评价内容。其次,用德尔菲法,征求专家的意见,对其中的部分评价内容进行修改,最终确定高校毕业生就业质量评价内容。最后,根据高校毕业生就业质量评价内容设计评价指标标准和量化的计分标准。本论文共分二大部分:第一大部分是导论,分选题缘由与研究意义、国内外研究现状、研究思路与方法、写作框架与创新点四个方面;第二大部分是论文正文,从高校毕业生就业质量评价体系概述、我国高校毕业生就业质量评价体系存在的问题、完善高校毕业生就业质量评价体系的对策三方面来进行论述。
[Abstract]:Employment is a very important issue in modern social life. Employment is the foundation of the development of national economy, the foundation of national stability, and provides the basic conditions for the survival and development of individuals under the condition of market economy. In the later period of popularization of higher education, improving the quality of higher education is the key work of our higher education at present. In order to improve the quality of higher education in China in an all-round way, in the outline of National medium-and long-term Education Reform and Development Plan (2010 / 2020), it is proposed that the system of evaluation of education quality and evaluation of talents should be reformed in an all-round way. The employment quality of college graduates has been paid more and more attention and concern by the state, society and schools. The employment quality of graduates has become an important index to measure the level of running a school. Therefore, to improve the employment level of graduates, improve the quality of employment has become more and more important work in colleges and universities. At present, the Ministry of Education regards "one-time employment rate" as the core index to evaluate the employment of graduates in colleges and universities. Facts have also proved that this indicator has indeed promoted the reform and development of employment work for college and university students, but the "once employment rate" can only reflect the number of employed persons at a certain stage. The quality of the overall employment cannot be scientifically evaluated. Therefore, it is necessary to seriously analyze the factors that affect the employment quality of college graduates, and design a set of feasible evaluation departments for the employment quality of college graduates, which covers the main factors affecting the employment quality. To provide a scientific and accurate system for the current education administration. Therefore, first of all, by consulting the literature on the evaluation system of employment quality of college graduates and studying the present situation of the evaluation system of employment quality of college graduates at home and abroad, the author combines the characteristics and the actual situation of the operation of college graduates at present stage. Select the evaluation content of employment quality of college graduates. Secondly, Delphi method is used to solicit experts' opinions, and some of the evaluation contents are modified, and finally, the evaluation content of employment quality of college graduates is determined. Finally, the evaluation index standard and quantitative scoring standard are designed according to the content of employment quality evaluation of college graduates. This paper is divided into two parts: the first part is the introduction, divided into the reasons for the topic and the significance of research, domestic and foreign research status, research ideas and methods, writing framework and innovation four aspects; The second part is the text of the paper, from three aspects: the summary of the evaluation system of the employment quality of college graduates, the problems existing in the evaluation system of the employment quality of the college graduates in our country, and the countermeasures to perfect the evaluation system of the employment quality of the college graduates.
