【摘要】：群众体育事业的发展决定了一个国家的体育水平,目前我国己发展为世界公认的竞技体育大国,但是我国群众体育事业在发展过程中,依然存在着诸多问题急需解决。城市体育发展作为我国群众体育事业的重要组成部分,体现了一个城市的经济发展现状与居民生活质量,是增强城市竞争力的发展战略目标之一,对其现状与特点进行研究极为必要。此次调查分析查阅了大量文献资料,通过田野调查及专家访谈等方法实地调研了新疆石河子市多个群众体育活动点的居民和石河子地区文体局的负责人、工作人员以及石河子大学体育学院相关专家。主要研究了石河子市居民参与体育锻炼的现状及群众体育工作的组织化程度、保障体系及今后的发展趋势的预测等问题。研究结果表明:1、石河子市居民身体状况良好,但是居民参与体育运动的意识不足,尤其是付费健身意识明显处于较低水平,居民大多数的体育消费为实物消费。2、居民对于自身参与体育锻炼的法律权利了解不足,法律法规的保障体系尚不健全。3、居民选择的体育项目多为当地普及度较高的广场舞、轮滑、自行车、武术以及适宜城市场地的快走、跑步等运动。4、居民多数体育活动的经费来源为自我筹集,场地主要选择公园广场、免费开放的体育场馆、社区空地等。5、居民的年龄、性别、身体情况、受教育程度、家庭经济条件是影响居民参与体育锻炼的主要因素,其它因素相关但不明显。综上所述,我国群众体育事业的发展存在着许多的困境,在此基础之上坚持“以人为本、以法为制”,把群众体育工作落实到实处,满足居民参与体育锻炼的多元化动机需求、完善政府组织管理职能、确立法律保障、坚持科学发展战略提高公民身体素质已成为当前社会发展阶段中最为重要的民生工程之一。
[Abstract]:The development of mass sports determines the sports level of a country. At present, our country has developed into a big country of competitive sports recognized in the world, but the mass sports cause of our country is developing in the process of development. There are still many problems that need to be solved. As an important part of mass sports in China, the development of urban sports reflects the current economic development of a city and the quality of life of residents. It is one of the strategic goals to enhance the competitiveness of the city. It is necessary to study the present situation and characteristics of the city. Through field investigation and expert interviews, the residents of several mass sports sites in Shihezi City, Xinjiang, and the responsible person of the Culture and Sports Bureau of Shihezi District were investigated on the spot. Staff and related experts of Shihezi University physical Education College. Mainly studied Shihezi City residents to participate in physical exercise and mass sports work of the degree of organization. The research results show that the residents of Shihezi City are in good physical condition, but their consciousness of participating in sports is not enough. In particular, paid fitness awareness is obviously in a lower level, most of the residents of physical consumption of physical consumption. 2, residents for their own legal rights to participate in physical exercise lack of understanding. The guarantee system of laws and regulations is not perfect. The sports items chosen by residents are square dance, roller skating, bicycle, martial arts and fast walking and running, which are popular in local areas. Most of the residents of sports funding for self-financing, the venue mainly choose Park Square, free and open sports venues, community open space, etc., the age, sex, physical condition, education level. Family economic conditions are the main factors that affect residents' participation in physical exercise, but other factors are related but not obvious. To sum up, there are many difficulties in the development of mass sports in China. On this basis, adhere to "people-oriented, law as the system", the mass sports work into practice, to meet the diverse motivation of residents to participate in physical training needs, improve the management functions of government organizations, establish legal protection. It has become one of the most important projects of people's livelihood in the current stage of social development to insist on scientific development strategy and improve citizen's physical quality.
