天津市城市社区全民健身路径建设与维护情况的研究

【摘要】：随着经济的发展,人民的受教育程度和生活水平的不断提高,人们的休闲、健康意识也在不断增强,集物质生活保障和文化生活服务于一体的社区已成为社会组成的基础单元,而社区体育是最贴近群众生活的健身方式。作为社区体育发展的基础体育设施——社区全民健身路径成为了社区居民身边开展各种健身体育活动的最好的辅助工具。国内学者、专家对我国全民健身路径的研究主要集中于全民健身路径工程整体发展、各区域发展以及在发展中存在的问题等,而比较缺乏对于全民健身路径维护问题的研究。本文就在这样一种客观现实下,选取群众体育发展较好,社区全民健身路径数量较为丰富的天津市作为切入点,通过思考和研究天津城市社区全民健身路径建设和维护问题,对天津城市社区全民健身路径建设和维护的现状进行实地考察,发现了天津市在实际建设和维护工作中存在的问题。通过本文研究得出以下结论：1.天津市城市社区全民健身路径总量和人均拥有数量都居于全国前列,但在全市范围内布局不均衡：2.在安装时选址上不够完善,安装的地面状况不容乐观；3.维护工作比较被动,导致了工作的时滞性；4.政策法规规定的维护责任人与实际工作中的负责人不符,维护主体不明确；5.全民健身路径建设费用占的份额较多,而维修和管理费用比例较低。针对发现的问题提出以下建议：1.认真做好社区全民健身路径的长期规划工作；2.做好室外健身器材招标采购及配建管理工作；3.完善关于社区全民健身路径法律、法规建设：4.建立社区全民健身路径动态管理维护体系；5.运用科技力量为社区全民健身路径进行维护工作；6.集中各方力量进行社区全民健身路径维护工作；7.加大社区全民健身路径的宣传力度。
[Abstract]:With the development of economy, people's education level and living standard are improving constantly, people's leisure and health consciousness are also increasing. The community, which integrates material life security and cultural life services, has become the basic unit of social composition. As the basic sports facilities for the development of community sports, the path of community national fitness has become the best auxiliary work to carry out various kinds of fitness activities around the community residents. Domestic scholars. Experts on the national fitness path in China mainly focus on the overall development of the national fitness path engineering, regional development and problems in the development. However, there is a lack of research on the maintenance of the national fitness path. In this paper, we choose Tianjin, which has a better development of mass sports and a rich number of community fitness paths, as a starting point under such an objective reality. Through the consideration and research on the construction and maintenance of the national fitness path in Tianjin urban community, the status quo of the construction and maintenance of the national fitness path in Tianjin urban community is investigated on the spot. Through the study of the following conclusions: 1. The total amount of urban community fitness path and the number of per capita ownership are in the forefront of the country. However, the layout is not balanced in the whole city. 2. The location of the installation is not perfect enough, and the ground condition is not optimistic. 3. The maintenance work is relatively passive, which leads to the delay of the work; 4. The maintenance responsible person stipulated by policies and regulations does not agree with the person in charge of the actual work, and the mainstay is not clear; 5. The proportion of the construction cost of the national fitness path is much, but the proportion of the maintenance and management cost is low. According to the problems found, the following suggestions are put forward. 1. Do well the long-term planning of the whole people's fitness path in the community; 2. Do well the bidding procurement and construction management of outdoor fitness equipment; 3. Improve the law on the path of community fitness for the whole people, and establish the system of dynamic management and maintenance of the path of community fitness for all; 5. using scientific and technological strength to maintain the path of the whole people's fitness in the community; 6. to concentrate the efforts of all parties to maintain the path of the whole people's fitness in the community; 7. Increase the publicity of the community fitness path.
