基于博弈论的成都市公共体育设施供给问题研究

【摘要】：本文通过对成都市公共体育设施供给问题的分析,希望掌握公共体育设施研究全貌,找到供给存在的问题,找出其根本原因,提出相关的建议,达到公共体育设施能有效供给。本文主要采用文献资料法、实地调查法和博弈研究法。首先借助Cite Space文献分析工具对公共体育设施主要研究内容进行了分类,再深入对公共体育设施相关的研究文献进行解读,对其概念和分类有了新的认识。然后查阅了第六次全国体育场地普查数据、四川体育年鉴、北京市体育年鉴以及成都市公共体育设施的建设规划等资料。并实地走访成都较大的公共体育设施进行资料和数据收集,为分析成都市公共体育设施供给现状打下基础。最后对成都市公共体育设施的供给现状分析,并对比发达城市公共体育设施供给现状,发现供给主体存在的问题有:政府方面:政策立法待完善;经营管理水平低;规划分布不合理。体育社会团体方面:不能有效承担政府职能,发展尚不成熟。开发商方面:部分新建或改建的居住区未按标准提供公共体育设施,已建的公共体育设施被挪作他用或被拆除改变其功能。再通过构建博弈模型对成都市公共体育设施供给主体进行博弈分析,得出结论:由于个体理性,最优策略和博弈结果往往是令人沮丧的。供给者缺乏动力,往往采用消极的供给方式,而供需主体间存在信息不对称的现象,造成了公共体育设施供给不足的普遍现象。因此进行了博弈优化,通过提高回报和加强处罚来避免陷入这样的困境。最后,对供给主体提出了建议。政府方面:明确政府职能、健全公共体育设施建设有关的法律法规、完善监督和奖惩机制。体育社会团体方面:应逐步实现自我建设和规范化管理,推动体育社会团体实体化、规范化发展。开发商方面:注重长远经济利益。
[Abstract]:Through the analysis of the supply of public sports facilities in Chengdu, this paper hopes to grasp the overall picture of the study of public sports facilities, find out the problems existing in the supply, find out the root causes, and put forward relevant suggestions. To achieve the public sports facilities can be effectively supplied. Field investigation method and game research method. Firstly, the main research contents of public sports facilities are classified with the help of Cite Space literature analysis tools. Then the public sports facilities related to the interpretation of the literature, the concept and classification of a new understanding. Then consulted the 6th national sports site census data, Sichuan Sports Yearbook. Beijing Sports Yearbook and Chengdu public sports facilities construction planning and other materials. And field visits to Chengdu larger public sports facilities for data and data collection. For the analysis of Chengdu public sports facilities supply status quo lay a foundation. Finally, Chengdu public sports facilities supply status analysis, and compared with the developed cities of public sports facilities supply status. The problems found in the main supply bodies are as follows: government: the policy and legislation need to be improved; Low level of management; Unreasonable planning and distribution. Sports social groups: can not effectively assume government functions, development is not mature. Developers: some newly built or rebuilt residential areas did not provide public sports facilities in accordance with the standards. The established public sports facilities are used for other purposes or removed to change their functions. Then the game analysis of the main body of Chengdu public sports facilities supply is carried out by building a game model. The conclusion is as follows: individual rationality. The optimal strategy and game result are often frustrating. The supplier lacks the motivation, and often adopts the negative supply mode, and the information asymmetry exists between the supply and demand main body. It has caused the general phenomenon of insufficient supply of public sports facilities. Therefore, the game optimization has been carried out to avoid getting into such a dilemma by increasing the return and strengthening the punishment. Finally. The author puts forward some suggestions to the main body of supply. The government should clarify the functions of the government and improve the laws and regulations related to the construction of public sports facilities. Perfecting the mechanism of supervision, rewards and punishment, and sports social groups: we should gradually realize self-construction and standardized management, promote the materialization of sports social groups and standardize their development, and the developers should pay attention to the long-term economic benefits.
