哈尔滨市社区体育设施发展现状的调查研究

【摘要】：“十三五”时期,我国正面临着全面建成小康社会的决胜时期,社会发展和经济建设都已经取得了一定的成就,为了使我国居民能够更好的享受现代化建设所带来的成果,提高国民的身体素质成为一项重要举措。在此时期国家将全民健身计划上升为国家战略,发展群众体育已成为现阶段我国体育事业的重中之重,社区体育作为群众体育的一部分成为发展的根本,社区体育设施作为发展社区体育的物质基础在21世纪之初就已经得到大力发展,现阶段以初具规模,对于社区体育设施现状的调查是对之前建设成果的检验,也是为未来社区体育设施的不断完善提供参考。本文对哈尔滨市社区体育设施现状进行调查研究,在实地调查中掌握现阶段哈尔滨市社区体育设施的基本情况,组织管理情况、运营管理情况、投资情况及维修保护情况;以问卷的形式进行居民对社区体育设施满意度的调查,了解社区体育设施使用主体对设施的满意程度,将实地调查结果与问卷调查数据相结合进行逻辑分析,发现现阶段哈尔滨市社区体育设施发展中存在针对性较强的地方性政策法规缺失、社区体育设施配置不合理、社区体育设施开放时间不合理、体育设施管理部门监管不力等问题;提出未来哈尔滨市社区体育设施发展应尽快建立健全适合地区特点符合地区特色的社区体育设施法规系统;为解决部分社区因自身硬件不足导致的体育设施配置不合理情况,在社区群周围增建城市公园、广场等公共服务设施;引导、鼓励有条件的学校在不影响正常教学和训练的条件下向社区居民开放;尝试有偿性社区体育设施服务模式;完善社区体育设施服务体系;改善社区体育设施管理状态等对策。
[Abstract]:During the 13th Five-Year Plan period, China is facing the decisive period of building a well-off society in an all-round way. Both social development and economic construction have made certain achievements, in order to enable the residents of our country to enjoy better the fruits of the modernization drive. Improving the physical fitness of the people has become an important measure. In this period, the national fitness plan has been raised as a national strategy, and the development of mass sports has become the most important part of the sports cause in our country. Community sports, as a part of mass sports, have become the foundation of development. Community sports facilities, as the material basis for the development of community sports, have been vigorously developed since the beginning of 21th century. At this stage, they are beginning to take shape. The investigation on the present situation of community sports facilities is a test of the achievements of the previous construction and a reference for the continuous improvement of the community sports facilities in the future. This paper investigates and studies the present situation of community sports facilities in Harbin. In the field investigation to grasp the basic situation of Harbin community sports facilities at the present stage, organization and management, operation management, investment and maintenance and protection; questionnaire survey of residents' satisfaction with community sports facilities, To understand the satisfaction of the users of community sports facilities to the facilities, combining the results of the field investigation with the questionnaire data for logical analysis, It is found that in the development of community sports facilities in Harbin at present there are some local policies and regulations lacking of pertinence unreasonable allocation of community sports facilities and unreasonable opening hours of community sports facilities. The author points out that the future development of community sports facilities in Harbin should establish and improve the legal system of community sports facilities suitable for regional characteristics. In order to solve the unreasonable allocation of sports facilities caused by insufficient hardware in some communities, additional public service facilities, such as urban parks and squares, will be built around the community groups. To encourage conditional schools to open to community residents without affecting normal teaching and training; to try the service mode of paid community sports facilities; to perfect the service system of community sports facilities; to improve the management state of community sports facilities and so on.
