《奥运项目竞技体育后备人才培养中长期规划》实施情况评价指标与标准研究

【摘要】:为使我国奥运项目竞技体育事业实现可持续发展,扩大和提高奥运项目竞技体育后备人才的规模和质量,国家体育总局于2014年11月颁布了《奥运项目竞技体育后备人才培养中长期规划(2014-2024)》(以下简称《规划》。为使《规划》的落实工作取得良好效果,针对《规划》的实施情况建立一套科学合理的评价指标体系是非常有必要的。本文以《奥运项目竞技体育后备人才培养中长期规划(2014-2024)》为研究对象,以文献资料法、问卷调查法、德尔菲法、专家访谈法、数理统计分析法、逻辑分析法为主要研究方法针对《规划》的实施情况构建了一套科学合理的评价体系,以期来更好的落实国家体育总局颁布的《规划》。研究结果如下:1.通过查阅参考文献和对相关领域专家进行访谈,了解到我国当前在奥运项目竞技体育领域的后备人才现状无论是在规模上还是质量上与之前相比较都呈现出一定的下滑趋势,究其原因就是随着我国国情的改变,之前的后备人才培养模式已经与时代脱节,隐藏的问题和缺陷逐渐暴露出来。为了改变这一现状,国家体育总局出台了一系列文件,以2014年颁发的《规划》为主,为了促使《规划》的内容得到确切的落实,总局决定阶段性的对各个管理中心关于《规划》的落实工作进行评估。2.本次问卷调查的形式采用“德尔菲法”对专家进行重复调查,通过专家在此领域的研究结论和丰富的工作经验来对备选指标进行评判,帮助我们构建《规划》实施情况的评价指标体系,以期让国家体育总局采用这套评价工具对各个项目管理中心关于《规划》的落实工作进行阶段性的考核与评估。3.本次研究所构建的《规划》实施情况评价指标体系包括一级指标六个:训练体系、竞赛体系、保障体系、组织体系、管理机制、特色项目,二级指标十七个:地方布局、梯队结构、基地建设、科学选材、科学训练、竞赛制度、成绩目标、政策保障、队伍保障、经费保障、普及推广、组织机构、运动员文化教育、评价机制、督导机制、激励机制、特色项目(具体含义)。并且根据专家对每个指标的打分赋值,计算出了指标的权重系数。4.建立了评价标准与细则,且针对奥运项目竞技体育后备人才培养工作的特点选取了科学合理的评估方法(模糊综合评估法)对各个项目管理中心关于《规划》的落实工作进行考核,为更好的落实《规划》起到导向性作用。
[Abstract]:In order to realize the sustainable development of the Olympic sports in China, and to expand and improve the scale and quality of the reserve talents of the Olympic sports, In November 2014, the State General Administration of Sports promulgated the "medium and long term Plan for the training of competitive Sports talents in Olympic events" (hereinafter referred to as "the Plan"). In order to achieve good results in the implementation of the "Plan", It is very necessary to set up a set of scientific and reasonable evaluation index system for the implementation of "Planning". This paper takes "medium and long term Planning for the training of competitive Sports talents in Olympic events" as the research object, takes the method of literature data and questionnaire survey as the research object. Delphi method, expert interview method, mathematical statistics analysis method and logic analysis method are the main research methods to build a scientific and reasonable evaluation system for the implementation of "Planning". In order to better implement the Plan promulgated by the State Sports Administration, the research results are as follows: 1.By consulting references and interviewing experts in related fields, We have learned that the current situation of reserve talents in the field of competitive sports in the Olympic Games has shown a certain downward trend both in terms of scale and quality, and the reason is that with the change of our country's national conditions, The former reserve talent training model has been out of touch with the times, and hidden problems and defects have been gradually exposed. In order to change this situation, the State Sports Administration has issued a series of documents, mainly the "Plan" issued in 2014. In order to ensure that the contents of the "plan" are precisely implemented, the General Administration has decided to periodically evaluate the implementation of the "plan" in various management centers. The form of this questionnaire survey is repeated investigation of experts by the Delphi method. Through the experts' research conclusions in this field and rich work experience to judge the alternative indicators, it helps us to build the evaluation index system of the implementation of "Planning". With a view to let the State General Administration of Sports use this set of evaluation tools for the implementation of the project management center on the implementation of the stage assessment and evaluation .3.The Institute constructed the implementation of the "Planning" evaluation index body. The Department includes six first-level indicators: the training system, Competition system, security system, organization system, management mechanism, characteristic project, secondary index 17: local layout, echelon structure, base construction, scientific selection, scientific training, competition system, achievement goal, policy guarantee, Team security, funding guarantee, popularization, organization, athlete culture and education, evaluation mechanism, supervision mechanism, incentive mechanism, characteristic item (specific meaning). The weight coefficient of the index is calculated. 4. The evaluation criteria and rules are established. According to the characteristics of the training of reserve talents in Olympic sports, a scientific and reasonable evaluation method (fuzzy comprehensive evaluation method) is selected to assess the implementation of "planning" in each project management center. In order to better implement the "plan" play a leading role.
