校园足球师资培养与培训体系流程及组织结构优化和再造研究

【摘要】:我国足球职业化改革进行了20多年了,但足球运动水平仍然停滞不前,成绩不尽如人意,最重要的一个原因就是足球青少年后备人才培养工作没有搞好。2009年4月,在“体教结合”理念指导下,政府将素质教育与青少年足球后备人才培养相结合推出了“校园足球活动”,目的在于通过校园足球活动“立德树人”,同时为我国的足球运动培养合格后备人才。校园足球活动的开展需要大量师资人才支持,但现有校园足球师资远远不能满足活动发展需要。在社会转型期的政府职能转变和跨部门合作发展趋势下,以体制和机制创新为动力,优化和再造现有校园足球师资培养与培训流程体系(以下简称“体系”)和组织结构,使校园足球师资职前培养阶段、入职教育阶段和职后培训阶段的发展战略规划、人才培养流程、组织结构相互匹配、呼应,协同发展,并最终构建一个完整的一体化体系。研究采用了定量与定性相结合的研究方法,以校园足球师资为研究对象。首先,查阅了国内外有关校园足球师资培养文献,资料和政策文件,了解校园足球师资培养与培训的历史演进,确定战略与流程和组织结构之间关系,搭建体系流程与组织结构再造的理论基础。其次,编制了关于体系发展战略和核心流程、组织结构现状的调查问卷,对校园足球师资培训管理人员、定点学校领导、教师以及相关专家进行了发放和回收,同时配合问卷调查进行了相关人员访谈,并对校园足球师资培养与培训体系现状和面临的问题进行了分析和阐述。在前期文献综述和调研的基础上,梳理了体系发展愿景,对其所处的外部环境和内部资源以及功能进行了分析,最后利用SWOT-AHP模型分析法确立了体系的开拓型战略发展方向。根据体系开拓机会型战略发展方向,以“终身教育”和“教师教育一体化”理念为指导思想,优化和再造了校园足球师资培养与培训流程体系。首先,重新构建了校园足球师资人才培养价值链,然后以此为基础对校园足球师资学历教育阶段和非学历教育阶段人才培养流程进行优化。其次,再造了战略规划流程、一体化流程和体系的支持流程。建立体系组织结构是以整个体系发展战略和业务流程特点为依据。首先,根据校园足球师资培养与培训流程特征确定了以流程为导向组织结构类型;然后,以体系内流程框架为维度,以一体化战略发展方向为指导,构建了体系组织结构。最后,设立了职责岗位体系,搭建了信息技术管理平台。
[Abstract]:The reform of football professionalization in our country has been going on for more than 20 years, but the level of football is still stagnant and the results are not satisfactory. One of the most important reasons is that the training of football youth reserve talents has not been done well. April 2009, Under the guidance of the idea of "combination of sports and education", The government combines quality education with youth football reserve talent training and puts forward "campus football activity", the purpose of which is to cultivate qualified reserve talents through campus football activities and to train qualified reserve talents for our country's football movement at the same time. The development of campus football activities requires a large number of teachers and talents to support, However, the existing campus football teachers are far from meeting the needs of the development of activities. Under the trend of the transformation of government functions and the development of inter-departmental cooperation in the period of social transformation, the innovation of system and mechanism is the driving force. Optimizing and reconstructing the current campus football teachers' training and training process system (hereinafter referred to as "the system") and organizational structure, so as to make the development strategic planning of the campus football teachers' pre-service training stage, the entry education stage and the post-vocational training stage. Talent training process, organizational structure match each other, echo, cooperate to develop, and finally build a complete integrated system. The research adopts quantitative and qualitative research method, taking campus football teachers as the research object. This paper reviews the literature, materials and policy documents on the training of campus football teachers at home and abroad, understands the historical evolution of the training and training of campus football teachers, and determines the relationship between strategy, process and organizational structure. Secondly, a questionnaire about the system development strategy and core process, the present situation of organizational structure, the training of school football teachers and the leaders of designated schools are compiled. Teachers and relevant experts issued and recovered, and conducted interviews with the questionnaire. The paper also analyzes and expounds the current situation and problems faced by the system of training and training of campus football teachers. On the basis of the previous literature review and investigation, the paper combs the system development vision. In this paper, the external environment, internal resources and functions of the system are analyzed. Finally, the development direction of the system is established by using the SWOT-AHP model analysis method. With the idea of "lifelong education" and "integration of teacher education" as the guiding ideology, the paper optimizes and reconstructs the system of training and training process of campus football teachers. Then on the basis of this, we optimize the process of personnel training in the stage of academic education and non-academic education of campus football teachers. Secondly, we reengineer the process of strategic planning. An integrated process and a supporting process of the system. The establishment of an organizational structure of the system is based on the overall system development strategy and the characteristics of the business process. According to the characteristics of the training and training process of campus football teachers, this paper determines the type of process-oriented organization structure, and then, taking the process framework of the system as the dimension and the development direction of the integration strategy as the guidance, constructs the organizational structure of the system.
