【摘要】：冰雪运动在世界范围内是非常受欢迎的时尚运动项目,我国冰雪运动的发展受到气候自然环境、产业发展、消费观念和冰雪文化等因素的影响。北京冬奥申委代表中国政府向国际奥委会承诺未来七年将带动全国三亿人参与冰雪运动。本研究以我国群众冰雪运动的发展策略为研究对象,运用文献资料法、专家访谈法、实地调查法和逻辑论证法,对我国群众冰雪运动的发展情况和全面推广群众冰雪运动的现实路径进行分析,旨在全面、科学、客观的展现我国群众冰雪运动的现状和特点,探寻群众冰雪运动的推广策略,为推动我国群众冰雪运动的发展,并为更真实的实现承诺提供可借鉴的对策。研究主要结论有:(1)我国群众冰雪运动发展底子薄,起步晚,速度快。近年政府和政策方面积极引导,市场投入力度逐渐加强,特别是2015年北京成功申办冬奥会为更全面、更深入地发展群众冰雪运动提供了历史机遇。(2)我国群众冰雪运动的发展应注重国家战略,相辅相成;注重区域特点,因地制宜;注重可持续性,科学规划。未来应采取的发展策略是重点区域策略、重点领域策略和保障体系策略。(3)区域发展布局策略应从自然条件和国家战略角度切入,注重国家战略规划和不同地区发展定位的协同,分层次、有侧重、递进式发展群众冰雪运动。重点领域策略要从发展群众冰雪运动的核心领域启发,以场地设施设备、社会组织和赛事活动为平台基础,通过专业人才和科技引领,突出冰雪文化的培育和参与人群的扩大。保障体系策略主要是从政策、经济社会参与和冰雪运动安全的方面做工作。建议:(1)政府部门需要科学地规划,有效地执行,发挥政策驱动作用。(2)重点关注青少年群体的冰雪运动参与。(3)激发社会力量的最大活力。(4)探索冰雪专业人才培养机制,明确专业人才的职业发展前景和上升渠道。(5)加强科技研发,智能服务群众参与。
[Abstract]:Ice and snow sports are very popular fashion sports in the world. The development of ice and snow sports in China is influenced by the natural climate and industry development. On behalf of the Chinese government, the Beijing winter Olympic bid committee promised the IOC that 300 million people will participate in ice and snow sports in the next seven years. Strategy is the object of study, By using the methods of literature, expert interview, field investigation and logical argumentation, this paper analyzes the development of the mass ice and snow sports in China and the realistic path of popularizing the mass ice and snow sports in an all-round and scientific way. Objectively showing the current situation and characteristics of the mass ice and snow sports in our country, exploring the popularizing strategies of the mass ice and snow sports, in order to promote the development of the mass ice and snow sports in our country, The main conclusions of the study are: 1) China's mass ice and snow sports have a thin foundation of development, late start and fast speed. In recent years, the government and policy have actively guided, and the market investment has been gradually strengthened. In particular, Beijing's successful bid for the Winter Olympic Games in 2015 provided a historical opportunity for more comprehensive and deeper development of the mass ice and snow sports. 2) the development of the mass ice and snow sports in China should pay attention to the national strategy, complement each other, pay attention to the regional characteristics and take measures according to the local conditions. Emphasis on sustainability and scientific planning. The development strategy to be adopted in the future should be the key regional strategy, the strategy of the focus area and the strategy of the security system should be cut into the regional development layout strategy from the perspective of natural conditions and national strategy. Pay attention to the coordination of the national strategic planning and the development orientation of different regions, and develop the mass ice and snow sports in a hierarchical and progressive manner. The strategy in the key areas should be inspired from the core areas of the development of the mass ice and snow sports, and should be inspired by the site facilities and equipment. Social organization and event activities as the platform, through professional personnel and science and technology leadership, highlight the ice and snow culture and participation in the expansion of the crowd. The security system strategy is mainly from the policy, Work on the safety aspects of economic and social participation and ice and snow sports. Play a policy-driven role. 2) focus on the participation of youth groups in ice and snow sports. 3) stimulate the greatest vitality of social forces. 4) explore the training mechanism of ice and snow professionals, clarify the career development prospects and rise channels of professionals. 5) strengthen research and development of science and technology.
