我国非政府组织参与残疾人体育公共服务供给的对策与建议

【摘要】：早在十七大会议上,我国政府部门重点阐述了社会组织理论。而后,在我国十八大会议上,相关部门又进一步阐释了非营利社会组织概念。残疾人是体育非政府组织重点扶持的对象。我国体育事业的发展,离不开残疾人体育的支持。关注残疾人,促进残疾人体育向前进步,是我国推动政治文明向前进步的重要工作。是否能做好这项工作,也直接关系到我国精神与物质文明的发展。残疾人体育公共服务体系作为一个有机整体,重在向残疾人提供满足其特殊体育需求的服务。这种服务,既包括心理行为的服务,又包括外在行为,如提供体育物质产品等服务。由相关研究报告可知,中国为满足残疾人体育需要建立的体育服务机制还远远比不上发达国家。本文首先采用了理论与实践相结合的方法,通过多角度对本文的选题进行了综合分析,深入地研究了发达国家在非政府组织方面的发展经验,从宏观的层面研究了非政府组织参与残疾人公共体育服务供给的相关政策的制定以及落实,也从微观的层面具体的阐述了,非政府组织参与残疾人公共体育服务供给的具体方案。基于此,本研究重点聚焦非政府组织为残疾人提供公共体育服务的理论和作用,探讨该服务的供给现状与存在的问题,并提出针对性的解决对策。我国当下非政府组织因为资金和制度等的欠缺,其发展上还存在很多问题,因此无法通过在残疾人体育公共服务提供上发挥更多的力量,但是我国公共服务型政府建设不断取得新进展,以及制度环境得到优化,非政府公共组织的独立性得到保障,公益产权为前提的制度化运作方式得到构建,同时多元化的社会监督体制也得以成熟,相关政策制度不断健全之后,我国非政府组织可以与政府组织实现优势互补,相互推动,相互合作,在残疾人体育公共服务上扮演更加重要的角色,推动残疾人体育的健康发展。
[Abstract]:As early as the 17th National Congress, our government departments focused on the theory of social organization.Then, at the 18th National Congress of China, relevant departments further explained the concept of non-profit social organization.The disabled are the object that sports non-governmental organizations give priority to support.The development of sports in China can not be separated from the support of disabled sports.To pay attention to the disabled and to promote the progress of sports for the disabled is an important work to promote the progress of political civilization in China.Whether we can do this work or not is directly related to the development of our spiritual and material civilization.As an organic whole, the public sports service system for the disabled focuses on providing the disabled with services to meet their special sports needs.This kind of service includes not only psychological behavior service, but also external behavior service, such as providing sports material product and so on.According to the relevant research report, the sports service mechanism established by China to meet the sports needs of the disabled is far from that of the developed countries.Firstly, this paper adopts the method of combining theory with practice, through the multi-angle comprehensive analysis of the topic of this paper, deeply studies the development experience of the developed countries in the field of non-governmental organizations.From the macro level, this paper studies the formulation and implementation of the relevant policies on the participation of non-governmental organizations in the provision of public sports services for the disabled.NGOs are involved in specific programmes for the provision of public sports services for persons with disabilities.Based on this, this study focuses on the theory and role of non-governmental organizations to provide public sports services for the disabled, discusses the current situation and problems of the supply of the services, and puts forward targeted solutions.At present, because of the lack of funds and systems, there are still many problems in the development of non-governmental organizations in our country. Therefore, they cannot exert more power in the provision of public sports services for the disabled.However, new progress has been made in the construction of public service-oriented government in our country, and the institutional environment has been optimized, the independence of non-governmental public organizations has been guaranteed, and the institutional operation mode of public property rights has been constructed.At the same time, the pluralistic social supervision system has also matured. After the relevant policy systems have been improved, our non-governmental organizations and government organizations can complement each other, promote each other, and cooperate with each other.To play a more important role in the public service of disabled sports and promote the healthy development of sports for the disabled.
