湖北省事业单位大型体育场馆运营管理的现状与对策研究

【摘要】:事业单位是我国公共服务的保障和改善民生、促进经济发展的重要力量。我国大部分体育场馆都是以事业单位体制运行,事业单位体育场馆是我国政府为人民群众提供公共体育服务的重要载体,既要积极响应“全民健身”的号召,为大众提供健身场所,保障人民的体育权利,又要承担“奥运争光计划”的重任。湖北省成为场馆改革试点省份后,积极推进场馆的改革,虽然初步取得了成效,但在一定程度上仍难以避免事业单位体制的固有矛盾,如场馆的所有权与经营权并未彻底分离,场馆运营的专业化水平不高,场馆扶持政策不完善等问题影响了公益事业的健康发展。积极探索体育场馆运营管理的新模式,努力实现体育场馆管理体制和机制的创新己成为各界关注的焦点。本文通过对湖北省事业单位大型体育场馆的运营管理现状进行调查研究,挖掘其成功经验,也指出其不足,以期为湖北省事业单位体育场馆的良性运营提出有益的参考,同时,也为其他省份事业单位体育场馆的运营提供有益借鉴。本文采用文献资料法、专家访谈法、问卷调查法等研究方法对洪山体育中心、新华路体育中心等湖北省试点场馆进行实地考察,并结合全国第六次体育场地普查数据从经济学和管理学的角度对湖北省事业单位体育场馆运营管理现状从进行梳理与探讨,主要从场馆运营管理中的运营方式、运营内容和人员机制等方面进行分析。通过研究,本文得出以下主要结论:1、湖北省事业单位大型体育场馆运营方式呈多样化发展,但还存在效益不高,部分场馆的营业收入虽然能够基本弥补日常开支,但巨额的维护费仍不同程度地依靠政府财政补贴。2、湖北省事业单位大型体育场馆仍然坚持公益性的属性,全民健身中心仍然作为首选定位。3、湖北省事业单位大型体育场馆,大部分都选择公益二类运营路径,少数选择继续留在公益一类的序列,原有部分场馆选择企业化改革,公共体育服务供给主体呈多元化发展。4、湖北省大部分事业单位体育场馆人事制度不完善,运营团队专业性不强法人治理结构的建立得到共识,但实践力度不够。最后本文建议:1、深化湖北省事业单位场馆改革,加快体制机制的创新,在经营者力所不及的情况下促进场馆的所有权和经营权的分离,2、促进湖北省场馆体育场馆改革与构建公共体育服务体系的联系;加强事业单位法人治理结构的实践力度,完善人才招聘制度,提升场馆管理人员的专业素养。3、加强湖北省政府和市场的衔接机制,完善公共体育服务购买标准,优化市场环境。4、加强湖北省场馆发展的所需的系政策支持,降低场馆运营成本。
[Abstract]:Institutions are the important force to guarantee and improve the people's livelihood and promote the economic development of our country's public service. Most of the stadiums and gymnasiums in our country are operated under the system of public institutions. The stadiums and gymnasiums of public institutions are the important carriers for the government to provide public sports services to the masses of the people. It is necessary to respond positively to the call of "national fitness". To provide fitness places for the public, to protect the people's sports rights, but also to bear the "Olympic glory project" heavy responsibility. After Hubei Province became a pilot province for stadiums and gymnasiums reform, although it has made initial achievements, it is still difficult to avoid the inherent contradictions in the institution system to a certain extent. For example, the ownership and management rights of the stadiums and gymnasiums have not been completely separated. The professional level of stadiums and stadiums is not high and the policy of supporting stadiums and stadiums is not perfect, which affects the healthy development of public welfare undertakings. Actively exploring the new mode of stadiums and gymnasiums management and making great efforts to realize the innovation of stadiums and gymnasiums management system and mechanism has become the focus of attention from all walks of life. Through the investigation and research on the present situation of the operation and management of the large sports stadiums and gymnasiums in Hubei Province, this paper excavates its successful experience and points out its shortcomings, in order to provide a useful reference for the sound operation of the stadiums and gymnasiums of the public institutions in Hubei Province, at the same time, Also for other provinces institutions to provide useful reference for the operation of stadiums and stadiums. This paper uses the methods of literature, expert interview, questionnaire investigation and other research methods to investigate the Hongshan Sports Center, Xinhua Road Sports Center and other Hubei experimental stadiums on the spot. And combining with the data of the sixth National Sports Field Survey, from the angle of economics and management, this paper combs and discusses the present situation of the operation and management of the stadiums and gymnasiums in Hubei Province, mainly from the operation mode of the stadiums and gymnasiums. Operation content and personnel mechanism are analyzed. Based on the research, this paper draws the following main conclusion: 1, the operation mode of large sports stadiums and gymnasiums in Hubei Province has diversified development, but there are still not high benefits. Although the operating income of some stadiums and gymnasiums can basically make up for the daily expenses, However, the huge maintenance fees still depend on the government financial subsidies to varying degrees. The large sports venues of Hubei institutions still adhere to the attribute of public welfare. The National Fitness Center is still the preferred orientation .3. the large-scale stadiums and gymnasiums of Hubei public institutions are still regarded as the first choice. Most of them choose the second type of operation path of public welfare, a few choose to remain in the sequence of public welfare, and some of the original venues and stadiums choose the enterprise-oriented reform. The main body of public sports service supply has diversified development. The personnel system of stadiums and stadiums in most public institutions in Hubei Province is not perfect, and the establishment of the management structure of the operation team is not professional, but the practice is not strong enough. Finally, this paper suggests that we should deepen the reform of public institutions' stadiums in Hubei Province and speed up the innovation of the system and mechanism. To promote the separation of ownership and management right of stadiums and gymnasiums, to promote the connection between the reform of stadiums and stadiums in Hubei Province and to construct the public sports service system, to strengthen the practice of the corporate governance structure of public institutions, To improve the talent recruitment system, to enhance the professional literacy of stadiums and gymnasiums, to strengthen the linking mechanism between the Hubei Provincial Government and the market, and to improve the purchasing standards of public sports services, Optimize the market environment. 4, strengthen the necessary policy support for the development of Hubei stadiums and reduce the operating cost of the stadiums and gymnasiums.
