山西省普通高等院校《国家学生体质健康标准》执行效力影响因素研究

【摘要】:《国家学生体质健康标准》是我国全民身体健康标准体系中的重要组成部分。自实施以来,引起了研究学者的广泛探讨,关注点主要集中在指标本身的合理性上,而对于其执行效力的研究较少。学校作为培养德智体美均衡发展的人才教育基地,是《国家学生体质健康标准》的直接执行者,其执行效力对青少年的身体健康产生深远影响。本文以普通高等院校《国家学生体质健康标准》执行效力为研究对象,深入研究山西省普通高等院校学生体质健康标准的执行效力现状及其影响因素,并结合公共政策执行效力的相关理论知识分析和探索《国家学生体质健康标准》的执行效力现状和影响因素,为促进学生体质健康测试及提高学生的整体健康水平贡献微薄之力。本研究采用文献资料法、问卷调查法、访谈法、数理统计法和逻辑分析法等研究方法,对山西省普通高等院校《国家学生体质健康标准》的执行效力现状进行深入分析,得出以下研究结果:(1)山西省普通高等院校测试教师对《标准》的意义掌握较好,但仍存在部分问题:大多数人对其内容都处于一知半解的状态,测试中对严格遵守《标准》的认知程度有待提高;参与体质健康测试的积极性并不高,究其原因主要集中在测试设备复杂、更新程度低、测试待遇低等方面;在测试前对学生进行针对性的讲解力度低;学生在体质健康测试中的作弊行为屡禁不止,监督管理机制不健全;在测试时间安排上存在一定问题,有待完善。(2)山西省普通高等院校领导对学生体质健康测试的重视程度有待提高;对《标准》宣传较少;对测试人员的培训力度不够;高校的标准的组织管理水平偏低,主要集中在实施过程中的调控、监管等方面;学生体质健康测试数据上报的真实性存在较大偏差。(3)影响山西省普通高等院校《国家学生体质健康标准》执行效力的影响因素主要包括:执行态度因素、执行环境因素、执行设备因素、执行主体评价因素、激励机制因素。影响山西省普通高等院校《国家学生体质健康标准》执行效果的组织执行力因素主要有:政策资源因素、监督管理因素、政策调控因素和数据反馈因素。
[Abstract]:The National Student physical Health Standard is an important part of the national standard system of physical health. Since its implementation, it has been widely discussed by researchers, focusing mainly on the rationality of the indicators themselves, but less on the effectiveness of their implementation. As a talent education base for the balanced development of moral, intellectual, physical and aesthetic, the school is the direct executor of the National Standards of students' physical Health, and its enforcement effect has a profound impact on the physical health of teenagers. This paper takes the enforcement effect of the National Student physique Health Standard as the research object, and deeply studies the current situation of the enforcement effect and the influencing factors of the implementation of the National Student physique Health Standard in the ordinary colleges and universities of Shanxi Province. Combined with the relevant theoretical knowledge of public policy enforcement effectiveness, the paper analyzes and explores the status quo and influencing factors of the implementation effectiveness of the National Standards of physical Health of students. To promote the students' physical health test and improve the overall health of students. This study adopts the methods of literature, questionnaire, interview, mathematical statistics and logic analysis to analyze deeply the current situation of the enforcement effect of National Student physical Health Standard in Shanxi Province. The following research results are as follows: (1) the test teachers in Shanxi Province's ordinary institutions of higher learning have a good grasp of the meaning of the Standard, but there are still some problems: most people are in a state of partial understanding of its contents. The cognitive level of strict compliance with the standard needs to be improved, the enthusiasm for participating in the physical health test is not high, the main reasons are the complexity of the test equipment, the low degree of renewal, the low treatment of the test and so on. At the end of the test, there are some problems in the arrangement of test time, such as low level of specific explanation to students, repeated prohibition of cheating behavior in physical health test, imperfect supervision and management mechanism, and some problems in the arrangement of test time. To be perfected, the leaders of colleges and universities in Shanxi should pay more attention to the students' physical health test; the propaganda of "standard" is less; the training of test personnel is not enough; the level of organization and management of the standard of colleges and universities is on the low side. Mainly concentrated in the implementation of the process of regulation, supervision and other aspects; There is a big deviation in the truthfulness of students' physique health test data. (3) the influencing factors of the enforcement effectiveness of the National Student physique Health Standard in Shanxi Province include: execution attitude factor, executive environment factor, and so on. Execution equipment factor, executive main evaluation factor, incentive mechanism factor. The organizational and executive factors influencing the implementation effect of National Student physique Health Standard in Shanxi Province are mainly as follows: policy resource factor, supervision and management factor, policy regulation factor and data feedback factor.
