教育部部属高校体育“十三五”规划之比较研究

【摘要】:"十三五"时期(2016年-2020年)是我国高校全面深化改革,加快世界一流大学内涵建设的关键时期,也是统筹推进一流学校体育建设工程最为关键的五年。作为高等教育排头兵的教育部各部属高校,在全面总结学校体育"十二五"历史经验的基础上,迎接新形势、把握新机遇、接受新挑战,并且立足于本校实际制定了学校体育"十三五"规划,不仅绘制出未来5年各部属高校体育发展的宏伟蓝图,也引领着我国学校体育的发展方向。本研究运用了文献资料法、专家访谈法以及比较分析法等研究方法,选取了 27所部属高校学校体育"十三五"规划作为研究对象,通过对指导思想与总体目标、学科建设、课程建设、师资队伍、科学研究、运动队建设、群体工作以及场馆建设这8项指标进行系统地比较分析和研究,得出的研究结论如下:(1)"十二五"时期,我国部属高校依据《国家中长期教育改革和发展规划纲要(2010-2020年)》的要求已经着手推进世界一流大学与一流学科的建设工程,学校体育工作也取得了一定的成就。相对于我国学校体育的发展现状,部属高校的学校体育已经走在了前列,起到了引领示范作用,但仍与一流的学校体育要求存在着差距。(2)各部属高校重视十三五规划的制定,在依据相关文件并立足于本校实际的基础上,制定的规划既有坚定的指导思想、明确的总体目标和可达成的阶段任务,也有具体的实施路径与完备的组织保障,为部属高校体育在"十三五"时期的发展绘制出了求真务实、目标明确、稳中求进的蓝图。(3)"十三五"伊始,各部属高校学校体育发展面临的问题具有普遍性,即:体育学科综合实力有待提升、高水平的科研平台有待建立、高质量的科研成果有待突破、师资队伍的老龄化和青年骨干教师缺乏的现象有待优化、研究生教育的规模有待提高、学科交叉有待融合、高水平运动队发展的定位和发展有待明确、学生体质健康状况有待改善。(4)超过89%(即24所)的部属高校,其总体目标都是指向建设一流的学校体育。体育学科作为一流学校体育的重要内容,各高校多措并举,在依托本校其他优势学科,促进交叉学科的融合和发展,积极推进一流学科建设。
[Abstract]:The "13th Five-Year Plan" period (2016-2020) is the key period of deepening the reform in China's colleges and universities and speeding up the connotation construction of the world-class universities. It is also the most crucial five years to promote the physical education construction project of the first-class schools as a whole. As the vanguard of higher education, colleges and universities affiliated to the Ministry of Education, on the basis of summing up the historical experience of the 12th Five-Year Plan of physical Education in an all-round way, meet the new situation, seize new opportunities, and accept new challenges. And based on the actual establishment of the school physical education "the 13th Five-Year Plan", not only draw out the next five years of the university sports development of the grand blueprint, but also lead the direction of the development of school sports in China. By using the methods of literature, expert interview and comparative analysis, this study selects the 13th Five-Year Plan of physical Education of 27 subordinate colleges and universities as the research object, through the guiding ideology and the overall goal, the discipline construction, and so on. The eight indexes of curriculum construction, teaching staff, scientific research, sports team construction, group work and stadium construction are systematically compared and analyzed. The conclusions of the research are as follows: 1) the 12th Five-Year Plan period. According to the requirements of the National Medium-and Long-Term Education Reform and Development Plan 2010-2020, Chinese subordinate colleges and universities have begun to promote the construction of world-class universities and disciplines, and school physical education has also made some achievements. Compared with the present situation of the development of school sports in our country, the school sports of subordinate colleges and universities have been in the forefront and have played a leading role in demonstration, but there is still a gap with the first-class school physical education requirements. 2) all subordinate colleges and universities attach importance to the formulation of the 13th Five-Year Plan. On the basis of the relevant documents and the actual situation of the school, the planning has not only firm guiding ideology, clear overall goal and achievable stage task, but also concrete implementation path and complete organization guarantee. This paper draws out a blueprint for the development of subordinate college physical education in the period of the 13th Five-Year Plan, which is realistic and pragmatic, with clear goals and steady progress.) at the beginning of the 13th Five-Year Plan, the problems faced by each subordinate college physical education development are universal. That is, the comprehensive strength of physical education should be improved, the high level of scientific research platform should be established, the high quality of scientific research achievements should be broken through, the aging of teachers and the lack of young backbone teachers should be optimized. The scale of graduate education needs to be improved, the subject intersection needs to be integrated, the orientation and development of the development of high-level sports teams need to be clearly defined, and the physical health status of students needs to be improved. Its overall goal is to build a first-class school sports. As an important part of first-class school physical education, various colleges and universities are developing simultaneously to promote the integration and development of cross-disciplines and to actively promote the construction of first-class disciplines by relying on other superior disciplines of the university.
