江苏省群众体育现代化发展研究

【摘要】:群众体育是社会事业重要组成部分,是江苏省实现体育现代化的主体,适应现代化建设的节奏,逐步与经济和各项社会事业协同发展,为江苏省实现现代化做出重要贡献。本文运用文献资料法、专家访谈法、数理统计法,以江苏省群众体育现代化为研究对象,分析江苏省群众体育发展的现状,与江苏省群众体育现代化发展目标相比较,找出存在的差距,提出相应的发展对策,为江苏省13个市、106县实现群众体育现代化发展路径提供参考。江苏省群众体育现代化发展现状:国民体质测定网络、城乡体育场地设施、信息网络覆盖率实现全覆盖,基本实现现代化。江苏省群众体育以政府投资为主,体育人口与总人口比例达到35.48%,居民体质健康水平提高,整体达标率高于全国,农村低于城镇,肥胖率增加。每万人拥有社会体育指导员31.46人,十年间体育场馆建设投资增加近7倍,人均场地面积高于全国达到2.01平方米。每万人拥有的晨晚练健身(站)点为4.9个,每万人拥有体育组织0.2个,实现体育组织、信息网络全覆盖。每万人拥有晨晚练健身(站)点和国民体质合格率(不含学生)已经接近现代化的标准;每万人拥有社会指导员人数、体育人口与总人口比例、人均占有体育场地面积、县级以上体育社团总数余目标拟定值具有一定的差距;人均经费、团体会员人数与各类体育俱乐部的个数距离现代化标准拟定值较大差距。江苏省群众体育现代化距离目标值仍存在以下问题:一是制度供给滞后,供给主体单一,地方性(县级)文件欠缺,评估机制缺乏等方面。二是经费来源渠道单一,分配不均衡,地区差异性明显。三是国民体质监测系统过于依赖政府的投入,普及范围小,地区差异性明显;数据分析过于简单,透明性低,缺乏切实可行的考评、验收机制,无法保证数据的准确性与真实性;四是国民体质城镇差异性明显,肥胖现象严重;五是社会体育指导员系统结构单一,以兼职为主,缺乏科学的评估机制;六是体育场地设施的建设和开放力度不足,管理制度不够完善,地区分配不均衡、利用低;七是现有的体育组织无法满足民众的需求,部分体育组织处于“休眠”状态,职能分配不清,人员配置不足,基层体育组织严重缺失,信息网络化建设有待加强。提出了江苏省群众体育现代化发展对策如下:一是完善群众体育制度,实现制度供给主体与评估形式的多元化。二是增加资金投入力度,扩展资金投入渠道,形成多元化融资机制,鼓励体育社团自治。三是实现体质监测中心扩建,缩减区域差距,提高国民体质测定服务质量,加强数据的横向与纵向分析,实现资源共享。完善社会体育指导员监督、考核与评估制度,采取奖励和表彰工作机制,增强专业化培训;拓宽培训的渠道,加强网络建设,规范指导,优化社会体育指导员结构。四是提高体育场地设施的开放度,合理规划结构布局,缩减区域差距。五是注重基层体育组织建设,优化体育组织结构;加强职能分化,建立多元化评估机制。六是提高体育活动的举办力度,拓宽宣传渠道,健全全民健身信息服务平台、构建群众体育信息资源库。
[Abstract]:Mass sports, an important part of social cause, is the main body of sports modernization in Jiangsu province. It adapts to the pace of modernization, gradually develops with the economy and various social undertakings, and makes important contributions to the modernization of Jiangsu province. This paper uses the document method, expert interview method and mathematical statistics method, with the mass sports of Jiangsu Province As the research object, the present situation of the development of mass sports in Jiangsu province is analyzed and compared with the development goal of the modernization of mass sports in Jiangsu province. The existing gap is found out and the corresponding development countermeasures are put forward to provide reference for the modernization of mass sports in the 13 cities of Jiangsu Province and the 106 counties for reference. The present situation of the modernization of mass sports in Jiangsu Province: the state of China: People's physical fitness network, urban and rural sports facilities and information network coverage are fully covered and modernized. The mass sports in Jiangsu province are mainly invested by the government, the proportion of sports population and the total population is 35.48%, the health level of the residents is higher, the overall standard rate is higher than the whole country, the countryside is lower than the town, the obesity rate increases. Every 10000 people hold. There are 31.46 social sports instructors, and the investment of sports venues and stadiums and gymnasiums has increased by nearly 7 times in the past ten years. The area per capita is 2.01 square meters higher than that of the whole country. Every 10000 people have 4.9 morning and evening exercises (station), 0.2 sports organizations per 10000 people, the sports organization and the information network are fully covered. Every 10000 people have morning exercise fitness (station) points and The qualified rate of the national constitution (without students) is close to the standard of modernization; every 10000 people have the number of social instructors, the proportion of the sports population and the total population, the per capita physical area of the sports field, the number of goals drawn up for the total number of sports associations at or above the county level, and the per capita funds, the number of group members and the number of various sports clubs. The distance from the modernization standard is a big gap. There are still the following problems in the target value of the modern distance of mass sports in Jiangsu Province: one is the lag of the system supply, the single supply body, the lack of local (county-level) documents, the lack of evaluation mechanism, etc. Two, the sources of funds are single, the distribution is uneven, and the regional differences are obvious. Three is the national constitution. The monitoring system is too dependent on the government input, the scope is small, the regional difference is obvious, the data analysis is too simple, the transparency is low, the lack of practical evaluation, the acceptance mechanism can not guarantee the accuracy and authenticity of the data; four, the difference of the national physique town is obvious, the obesity phenomenon is serious, and the five is the social sports instructor system structure Single, part time, lack of scientific evaluation mechanism; six is the construction and opening of sports facilities and open strength, management system is not perfect, regional distribution is not balanced, low utilization; seven is the existing sports organizations can not meet the needs of the people, part of the sports organization in the "dormancy" state, function distribution is unclear, personnel allocation is insufficient, The grass-roots sports organizations are badly missing and the construction of information network needs to be strengthened. The countermeasures are put forward as follows: one is to improve the mass sports system and realize the diversification of the main body and evaluation form of the system. Two, the two is to increase the investment of funds, expand the investment channels, and form a diversified financing mechanism and encouragement. The three is to realize the expansion of the physical monitoring center, to reduce the regional gap, to improve the quality of the national physique, to strengthen the horizontal and vertical analysis of the data, to realize the sharing of resources, to improve the supervision of the social sports instructors, to evaluate and evaluate the system, to take the reward and recognition work mechanism, to enhance the professional training and to broaden the channels of training. Strengthen the network construction, standardize guidance and optimize the structure of social sports instructor. Four is to improve the openness of the sports facilities, the rational layout of the structure layout, and reduce the regional gap. Five is to pay attention to the construction of grass-roots sports organizations, optimize the structure of sports organization, strengthen the differentiation of functions, and establish a diversified evaluation mechanism. Six is to improve the holding capacity of sports activities. We should broaden the channels of publicity, improve the information service platform for national fitness, and build a mass sports information resource base.
