长春市公园体育设施资源配置现状及对策研究

【摘要】：城市公园绿地是城市中重要的开放空间和城市居民主要的活动场所,公园内的健身设施是城市公共体育设施的重要组成部分。以长春市公园为例,采用实地观察法和问卷调查法、访谈法等对公园健身设施和游客满意度进行调查,分析了公园体育健身设施的数量、种类、使用特征、游客满意度以及管理维护等情况,并从满足游客的多元性健身需求、加强管理维护和使用指导以及加大投资和政策制定等方面提出了发展对策,以期为完善城市公园体育服务体系提供参考。主要结论如下:(1)设施针对性人群单一。居民是公园体育活动参与的主体,所以居民对体育的热衷程度直接关系到公园体育活动的开展。(2)规划和建设不合理。很多场地由于受到土地资源的限制,导致体育设施布局不合理,公园体育设施布局必须根据土地资源进行布局,如空间布局变得狭小拥挤,设备密集等。(3)个别设施年久失修。个别公园的体育设施从进公园后就无人管理和维修,设施破旧,锈迹斑斑,直至后面无人问津,设施成了摆设。这从一方面反映出长春市公园整体缺乏专业的管理人员和维护人员,对公园体育设施进行定期的保养和看护,公园领导人也没有提起重视。(4)公园体育设施的资金来源比较单一,总量也比较有限。除此之外公园体育设施财力投入也经常出现滞后的现象,这也进一步加剧了公园经费的短缺情况,而这一现象在短时间内很难得到改善。公园体育的规模逐渐增加,对资金的需求也有所上升,经费不足所带来的问题也更加的严重。(5)专业人才匮乏。大多数公园没有社会体育指导员职务,群众体育锻炼活动缺乏专业人士科学的指导,不利于公民健身效果的提高。公园体育组织管理模式还没有建立健全,主要还是依靠当地居民自发组织和管理,而这显然无法满足当前城市居民对于公园体育的需求。只有尽快构建公园体育管理模式,才能真正实现我国公园体育的可持续发展。
[Abstract]:The urban park green space is the important open space and the main activity place of the city resident in the city, the fitness facilities in the park is an important part of the city public sports facilities. Taking Changchun Park as an example, the author investigated the park fitness facilities and tourists' satisfaction by field observation, questionnaire survey and interview, and analyzed the quantity, type and use characteristics of park sports fitness facilities. The author also puts forward the development countermeasures from the aspects of meeting the diversified fitness needs of tourists, strengthening the management, maintenance and use guidance, and increasing investment and policy making, etc, as well as the situation of tourist satisfaction and management maintenance, etc. In order to improve the city park sports service system to provide a reference. The main conclusions are as follows: 1) single targeted population. Residents are the main body of park sports activities, so residents' enthusiasm for sports is directly related to the park sports activities. 2) the planning and construction of park sports activities is unreasonable. Because many venues are restricted by land resources, the layout of sports facilities is unreasonable. The layout of park sports facilities must be arranged according to the land resources, such as the space layout becomes narrow and crowded, the equipment is dense, etc.) the individual facilities are out of repair for a long time. After entering the park, the sports facilities of individual parks are unmanaged and maintained. The facilities are dilapidated and rusty. This reflects, on the one hand, the lack of professional administrators and maintenance personnel in the park as a whole, the regular maintenance and nursing of the park sports facilities, and the fact that the park leaders have not mentioned the importance.) the source of funding for the park sports facilities is relatively single. The total amount is also relatively limited. In addition, the financial investment of park sports facilities often lags behind, which further exacerbates the shortage of park funds, which is difficult to improve in a short period of time. The scale of park sports has gradually increased, the demand for funds has also increased, and the problems caused by insufficient funds are even more serious. Most parks do not have the position of social sports instructor, the mass physical exercise activities lack of professional scientific guidance, which is not conducive to the improvement of citizen fitness effect. The park sports organization and management model has not been established and perfected, mainly depends on the local residents' spontaneous organization and management, which obviously can not meet the current urban residents' demand for park sports. Only by constructing the management mode of park sports as soon as possible can the sustainable development of park sports in our country be realized.
