郑州市公共体育服务现状与发展对策研究

【摘要】:提升公共体育服务水平,是完善公共服务体系进程中重要的组成部分,大力推进公共体育服务体系的建设,既是满足老百姓日益增长健身需求的手段,又是促进民生建设的内在要求。习近平总书记对公共体育也提出了要求,“要坚持以人为本,完善全民健身体系,为人民提供更多更好的公共体育服务,实现我国由体育大国向体育强国迈进”。由此可见,切实提升公共体育服务水平,既是构建公共体育服务体系的内在要求,同时,也是我国由“体育大国”转向“体育强国”道路上不可或缺的步骤。对于“中原经济区”核心—郑州市来说,要想更好地推进公共体育服务事业的发展,就必须深入学习和实践“科学发展观”,认真贯彻和落实国家相关政策和法律、法规,只有这样才能实现郑州市公共体育服务事业的科学、持续发展。本文试以郑州市六市辖区、五县级市、一县公共体育服务现状为研究支点,找出郑州市公共体育服务发展过程中所存在的问题,并提出切实有效的对策建议,为推动郑州市公共体育服务事业的快速发展奠定坚实的基础。本论文采用文献资料、访谈、问卷调查及数理统计等方法,对郑州市六市辖区、五县级市、一县公共体育服务现状进行了较为详细的调查,并对调查结果进行了深入的分析和总结,得出了以下结论:(1)郑州市公共体育服务整体发展较薄弱,组织化程度不高,资源配置不合理。(2)郑州市老百姓参加公共体育锻炼规范化程度不高,随意性较强。(3)郑州市基层社区、体育社团数量小、种类少,制约了公共体育的发展。(4)郑州市社会体育指导员数量不足、质量不高、指导率偏低。(5)郑州市公共体育服务发展资金投入不足、经费来源渠道较为单一。(6)郑州市学校、机关、企事业单位体育场馆、场地、设施利用率不高。(7)郑州市体育人才及科研队伍培养成为制约公共体育服务发展的短板。就郑州市公共体育服务基本现状,结合国家及河南省相关政策,本文较有针对性地提出了以下对策建议:(1)建立健全领导责任制,提高认识,确保落实到位;加强体育法制建设,为公共体育服务发展提供法律保障。(2)加大对公共体育服务的宣传力度,形成良好的健身氛围;利用流行传播手段,拓宽宣传途径;增强宣传信息的科学性、时效性和趣味性。(3)继续强化基层社区功能,扶持体育社团发展,进一步确保基层体育工作落实到位。(4)加强社会体育指导员队伍的建设,提高整体水平,力争使社会体育指导员的工作更上一层楼。(5)改革体育经费发放模式,加大对公共体育服务支出力度;拓宽经费来源渠道,逐步形成多元融资模式。(6)进一步完善学校及企事业单位健身场地对外开放的政策,确保现有的健身场地得到充分利用,努力做到“人尽其才,地尽其用”。(7)加大对体育科研经费的调拨力度,确保体育科研人员有充足的资金运用到公共体育服务的研究当中去。(8)借助“中原经济区”的建设,力争把郑州市打造成“核心体育区”,促进公共体育服务全方位的发展。
[Abstract]:Improving the level of public sports service is an important part of the process of improving the public service system, and vigorously promoting the construction of public sports service system. It is not only a means to meet the growing fitness needs of the people, but also an inherent requirement to promote the construction of the people's livelihood. Xi Jinping's book records also put forward requirements for public sports. It can be seen that improving the level of public sports service is not only the internal requirement of building public sports service system, but also the "sports power" to "sports power" in China. (7) Zhengzhou sports talents and scientific research team training to restrict the development of public sports services short board. On the basic public sports services in Zhengzhou City Present situation, combined with the relevant policies of the state and Henan Province, this paper puts forward the following countermeasures and suggestions pertinent: (1) establish and improve the system of leadership responsibility, raise awareness, ensure implementation in place, strengthen the construction of sports legal system and provide legal guarantee for the development of public sports services. (2) strengthen publicity of public sports services to form a good fitness. Atmosphere; make use of popular means to broaden the way of propaganda; strengthen the scientificity, timeliness and interest of the propaganda information. (3) continue to strengthen the function of the grass-roots community, support the development of sports associations, and further ensure the implementation of the basic sports work. (5) reform the mode of distribution of sports funds, increase the expenditure on public sports services, expand the sources of funds, and gradually form a multiple financing mode.
