政府职能转变下山东省体育社团发展的研究

【摘要】：目前,我国经济体制正由计划经济向社会主义经济转变,政府机构改革也逐渐由管理型向服务型过渡。体育社团则是承接政府职能转变下我国体育领域改革的重要途径之一。大力发展体育社团,转变其推广模式,提高体育社团的服务理念,彰显体育社团的社会性、娱乐性、全民性,具备一定的现实意义和理论价值。本研究以省体操协会、省武术协会、省自行车协会、健身气功协会、滨州市散打协会、定向越野社团、泰安市瑜伽协会、山东鲁能泰山球迷协会、曲阜户外运动协会、济南皇冠足球队为研究对象,论文中涉及到的研究方法有文献资料法、问卷调查法、数理统计法、逻辑分析法,对政府职能转变下山东省体育社团的现状、改革的制约因素和发展模式进行了研究分析,整理问题,找出方向。经研究结果显示:1.随着全民健身运动的热潮和人们生活质量的提高,现有的体育活动已经满足不了当今社会对体育的需求。山东作为全国的人口大省,相对而言体育人口甚多,大力推动体育社团是与当下社会体育发展需求相吻合。因此,政府职能转变下山东省体育社团完善其体制和发展模式已成为必然趋势。2.政府在职能转变下为体育社团的发展提供了政策、硬件设施和时间上的保障,但在现状调查中发现,山东省体育社团在对于场地的利用和场馆的惠民政策实施不到位,对体育社团的发展存在阻碍作用。3.山东省体育社团的规章制度缺乏实用性,专业技能技术指导的缺乏、活动开展的局限性比较大、活动经费不足、财政审计不严谨、法制华而不实及监督制度存在漏洞,导致体育社团推广不能科学有效的实施,其实效性和执行力度有待提高。4.传统的思想观念、政府主导下的权力转移与缺乏对新政策的解读,制约着山东省体育社团发展。根据体育社团研究现状中发现的问题,提出的合理化建议有:1.在政府职能转变下,政府应该将政策具体化,并监督落实和明确职能转变的方向,一味追求合法性以及指引性,不如提高其执行力和政府、社会合作的自觉性,加大实行力度。2.完善体育社团组织规定与管理的运行机制,提高专业技术人才的培养,提供多方位、多途径的交流平台,促进体育社团全面发展,。3.政府职能转变是一个长期发展的过程,利用新媒体等传播方式加强对新政的解读;对阻碍发展的制约因素,可根据新政策的要求寻求多方位的合作发展模式并长期坚持与实施。4.追求体育社团的社会性、健身及娱乐性是政府职能转变下的重要体现与目标。政府在追求向社会化转变的同时,也要保留政府在培养教练员及裁判员资格评判方面的权威性,在此基础上加大官民体育社团联合发展的力度,发挥各自的优势,凸显体育社团的功能性。
[Abstract]:At present, the economic system of our country is changing from planned economy to socialist economy, and the reform of government organization is gradually changing from management-oriented to service-oriented. Sports associations are one of the important ways to undertake the transformation of government functions in sports field reform in China. It is of practical significance and theoretical value to develop sports associations, to change their promotion mode, to improve the service concept of sports associations and to highlight the social, entertaining and universal character of sports associations. In this study, provincial gymnastic association, provincial martial arts association, provincial cycling association, fitness qigong association, Binzhou Sanda association, orienteering cross-country association, Taian yoga association, Shandong Luneng Taishan fans association, Qufu outdoor sports association, Jinan Crown Football team is the object of study. The research methods involved in the paper are literature, questionnaire, mathematical statistics, logic analysis, and the current situation of Shandong sports associations under the transformation of government functions. The restrictive factors and development mode of the reform are studied and analyzed, the problems are sorted out and the direction is found. The results of the study show that: 1. With the upsurge of the national fitness movement and the improvement of people's quality of life, the existing sports activities can not meet the needs of sports in today's society. Shandong, as a large province with large population, has a relatively large sports population, and vigorously promoting sports associations is in line with the current social sports development needs. Therefore, under the government function transformation, Shandong Province sports association consummates its system and the development pattern already became the inexorable trend. The government has provided policy, hardware facilities and time guarantee for the development of sports associations under the change of functions. However, in the investigation of the present situation, it was found that the sports associations in Shandong Province did not implement the policy of using the venues and benefiting the people in the stadiums and gymnasiums. On the development of sports associations, there are obstacles. 3. The rules and regulations of sports associations in Shandong Province are lack of practicability, the lack of technical guidance of professional skills, the relatively large limitations of the activities, the insufficient funds for the activities, the lack of rigorous financial audit, the gaudy legal system and the loopholes in the supervisory system. As a result, the promotion of sports associations can not be carried out scientifically and effectively, and its effectiveness and enforcement need to be improved. 4. The traditional ideas, the power transfer under the guidance of the government and the lack of interpretation of the new policy restrict the development of sports associations in Shandong Province. According to the problems found in the study of sports associations, the rationalization proposal is: 1. 1. Under the transformation of government function, the government should concretize the policy, supervise the implementation and clear the direction of the function transformation, pursue the legitimacy and guidance blindly, rather than improve its executive ability and the consciousness of the government and the social cooperation, and strengthen the implementation. Improve the operating mechanism of sports association organization regulation and management, improve the training of professional and technical personnel, provide a multi-directional, multi-channel communication platform, and promote the overall development of sports associations. The transformation of government function is a process of long-term development, using new media and other means of communication to strengthen the interpretation of the New deal, and to seek a multi-directional cooperative development model according to the requirements of the new policy, and to persist and implement .4. Pursuing the sociality, fitness and entertainment of sports associations is the important embodiment and goal under the transformation of government functions. The government should also retain the authority of training coaches and referees in the process of socialized transformation. On the basis of this, the government should strengthen the joint development of government and civilian sports associations and give play to their respective advantages. Highlight the functionality of sports associations.
