既有体育场馆PPP项目收益系统仿真研究:考虑交易成本

【摘要】：可持续的项目收益是实现体育场馆PPP项目成功运营的重要条件。基于系统工程和交易成本经济学,构建了考虑交易成本的既有体育场馆PPP项目收益系统模型。以重庆某体育场馆为例,利用系统动力学和模糊数学方法对既有体育场馆PPP项目收益系统的关键参数进行模拟仿真,讨论了特定折现率水平下特许经营期、体育服务特许价格、体育活动人数以及商业服务价格变化对既有体育场馆PPP项目收益系统的影响效果及其变化规律,为体育场馆PPP项目中政府与社会资本投资者投资决策与动态管理提供参考。
[Abstract]:Sustainable project revenue is an important condition for the successful operation of stadium PPP project. Based on system engineering and transaction cost economics, a revenue system model of existing gymnasium PPP project considering transaction cost is constructed. Taking a gymnasium in Chongqing as an example, using system dynamics and fuzzy mathematics method to simulate the key parameters of the PPP project income system of existing sports stadiums and stadiums, discussed the franchise period and the franchise price of sports service at the level of specific discount rate. The effect of the change of the number of sports activities and the price of commercial service on the income system of the existing gymnasium PPP project and its changing rule provide reference for the investment decision-making and dynamic management of the government and the social capital investors in the PPP project of the gymnasium and stadiums.
