编外教师权益保障研究:聘任制的视角
[Abstract]:The emergence of the non-editorial teacher group is influenced by the complex historical background and policy evolution. The emergence of non-editorial teachers can be traced back to the period of private teachers. Due to the influence of policy factors, the title of "private teachers" gradually disappeared, but in the real field of education, Due to the imperfections of the system and the establishment system, and the objective demand for the informal teachers, the teachers outside the staff still exist in the real life by various names, such as substitute teachers. The contradiction between teachers and other rights subjects also exists objectively, especially in rural areas. It can be said that the non-editorial teachers, whether in urban or rural areas, are marginal groups living in the educational system, the staffing system, and the relevant policies. Their efforts and labor are no less than those of the formal teachers. However, the identity of the corresponding recognition and protection of rights and interests. Therefore, it is of great theoretical significance to discuss the generation, contradiction analysis, institutional attribution and solution strategy of the group, and also has a practical enlightening effect for the national standard management, help and improvement of this marginal group. This study takes individual choice and expectation as the starting point of group research, and takes macroscopic national policy change and teacher management mechanism as the research background. This paper reveals the contradiction between the basic interest needs of the group and the shortage of personnel establishment and analyzes its causes. By further discussing the restricting effect of the current teacher management system and the "county-oriented" management system on the non-staff teachers' entry into the establishment, this paper expounds that under the current teacher management system, the non-staff teachers group is the inevitable outcome of the imperfect employment system. And the choice to become a teacher is also a helpless under the inevitable. With the increasing dislocation between institutional arrangement and individual demands, it will inevitably lead to the appearance of stratification and unfairness within the teaching profession. To solve this dilemma, we need to understand the teachers, guide and standardize the benign development of the professional career of this group, rather than using administrative means to cancel the title, radical, abrupt and big cut. Finally, in view of the lack of the rights and interests of the teachers outside the staff, the author puts forward some reasonable suggestions to mediate the contradiction. Through the protection of the interests of the teachers outside the staff, the author expects to shorten the gap and finally pursue the development of harmonious and common prosperity of the teachers.
