大力度推进“校车安全工程”——兼论国外校车安全管理经验

【摘要】：近年来,校车的投入运行为解决孩子们上下学交通难的问题发挥了较大作用。然而,由于受多种因素的影响,它们的安全状况令人担忧。大力度推进我国"校车安全工程",应借鉴国外经验,构建校车管理法律体系,落实校车相关标准,完善与校车安全有关的法律法规;明晰政府部门的校车运输安全管理职责,加强校车运输安全管理;根据地区差别,因地制宜、合理配置校车资源;充分发挥政府、市场和社会三种机制的作用,探索多元化的经营模式。
[Abstract]:In recent years, the school bus is put into operation in order to solve the traffic influence the difficult problem of children. However, due to many factors, the security situation is worrying. Great efforts to promote China's "school bus safety engineering", should learn from foreign experience, constructing the legal system of school management, the implementation of bus standard, perfect the relevant laws and regulations and the safety of school bus; bus transportation safety management clear responsibilities of government departments, strengthen school bus transportation safety management; according to the regional differences, and the rational allocation of school resources; give full play to the government, market and society three mechanisms, explore diversified business model.
