跨境教育的本土质量保障与认证：上海的探索

【摘要】：正跨境教育主要有三种形式：人员(学生和教师)跨境流动、教育项目跨境流动和教育机构跨境流动。中外合作办学通过后两种形式引进外国的优质教育资源。跨境教育(下文指“中外合作办学”)具有一定的特殊性,上海市教育主管部门改变以往单纯依靠行政管理的做法,建立中外合作办学质量保障体系,借鉴国际通行做法,积极开展中外合作办学机构/项目(以下统称“办学机构”)认证探索,努力寻求与教育输出国评估机构的合作,共同保障跨境教育质量,从而推进了跨境教育的健康发展。
[Abstract]:There are three main forms of cross-border education: the cross-border movement of people (students and teachers), the cross-border movement of educational projects and the cross-border movement of educational institutions. Chinese-foreign cooperative education through the two forms of introduction of foreign quality education resources. Cross-border education (hereinafter referred to as "Sino-foreign cooperation in running schools") has a certain particularity. The Shanghai Municipal Education Department has changed its previous practice of relying solely on administrative management, established a quality assurance system for Chinese-foreign cooperative schools, and used international practices for reference. We should actively explore the certification of Chinese-foreign cooperatively-run schools / projects (hereinafter referred to as "school-running institutions"), and strive to seek cooperation with the evaluation institutions of educational exporting countries, so as to jointly guarantee the quality of cross-border education, thus promoting the healthy development of cross-border education.
