农村学前教育补偿机制构建探讨

【摘要】：农村学前教育是教育发展的"最短板",是实现教育公平最为基础和薄弱的环节。农村学前教育补偿是对社会改革与发展进程中的利益受损群体给予补偿。农村学前教育补偿机制要从责任机制、实现机制、保障机制等方面进行构建:建立、健全以政府力量为主体、社会力量为补充的学前教育补偿制度;保障农村学前教育投入,开展农村学前教育成本补偿,实行农村幼儿园弱势补偿;将农村学前教育管理主体重心上移,健全学前教育法律法规,加强农村学前教育督导工作。
[Abstract]:Rural preschool education is the "shortest board" of educational development. It is the most basic and weak link to realize the equity of education. The compensation of pre-school education in rural areas is to compensate the benefit damaged groups in the process of social reform and development. The compensation mechanism of pre-school education in rural areas should be based on the responsibility mechanism. The realization mechanism, the safeguard mechanism and other aspects are constructed: establishing and perfecting the pre-school education compensation system with the government force as the main body and the social force as the supplement; Guarantee rural preschool education investment, carry out rural preschool education cost compensation, implement rural kindergarten weak compensation; The main body of rural preschool education management should be moved up, the laws and regulations of preschool education should be perfected, and the supervision of preschool education in rural areas should be strengthened.
