我国学前教育经费投入的共性问题如何解决——江苏省镇江市改革试点的经验与启示

【摘要】:我国学前教育在整个教育体系中是最为薄弱环节,也是广受诟病的教育阶段。在全面放开二胎政策后,学前教育将成为我国"十三五"时期教育领域面临的最大难题。当前我国学前教育还存在的现实问题有:"入园难,入园贵"的问题还没有得到根本解决;学前教育办园体制、管理体制和民办园分类管理问题突出,财政投入效果不甚理想;财政投入成本分担不合理,基层政府和家庭负担依然很重;教师人员经费难以获得合理补偿,非在编教师收入过低;学前教育生均教育经费支出标准没有确定;学前教育机构收费不规范,学费和保育费差异巨大等。在这方面,江苏省镇江市作为国务院学前教育改革试点城市取得了非常宝贵的经验。本文总结镇江学前教育经验和启示,有针对性地提出了我国学前教育经费投入改革的政策建议。
[Abstract]:Preschool education in our country is the weakest link in the whole education system, and it is also a widely criticized stage of education. Preschool education will become the biggest problem in the field of education in the "13th Five-Year Plan" period of our country. At present, there are still practical problems in preschool education in China: the problem of "difficult to enter the garden, expensive to enter the garden" has not been solved fundamentally; The system of preschool education, the management system and the classified management of private gardens are outstanding, and the effect of financial input is not very satisfactory. The financial input cost sharing is unreasonable, the grass-roots government and the family burden is still very heavy; It is difficult to get reasonable compensation for teachers' funds, and the income of non-teachers is too low. The standard of expenditure on education for pre-school education students is not determined; The fees of pre-school institutions are not standardized, and the difference between tuition and care fees is huge. In this respect. Zhenjiang City of Jiangsu Province, as a pilot city of preschool education reform of the State Council, has gained very valuable experience. This paper summarizes the experience and enlightenment of pre-school education in Zhenjiang. This paper puts forward some policy suggestions on the reform of preschool education investment in China.
