国外学前教育立法的启示

【摘要】:发达国家学前教育事业起步较早,立法相对成熟,其主要特征有:规定学前教育部分免费,或者国家提供一定学前教育条件以保障其公益性;强调政府以财政投入、家庭补贴等形式为学前教育提供支持;用立法明确各级政府及其职能部门的权责划分;设立严格的准入资格,通过完善的培训和薪资制度吸引优秀的学前教育师资;提供家长培训,加强家园合作,促进家长履职;通过立法保护幼儿安全等。国外学前教育立法对我国《学前教育法》的制定具有借鉴意义。
[Abstract]:The cause of preschool education in developed countries started earlier and the legislation was relatively mature. Its main characteristics are: providing part of pre-school education free of charge, or the state providing certain conditions for preschool education to safeguard its public welfare; emphasizing the government's financial input, Provide support for preschool education in the form of family subsidy; clarify the division of powers and responsibilities of governments at all levels and their functional departments by legislation; establish strict access qualifications to attract excellent pre-school teachers through sound training and pay system; To provide parent training, to strengthen the cooperation of home, to promote parents to carry out their duties, to protect the safety of young children through legislation, etc. Foreign pre-school education legislation can be used for reference in the formulation of preschool education law in China.
