美国提高学前教师工资水平的政策进展及启示

【摘要】:学前教师工资待遇不高是影响美国学前教师队伍和学前教育质量提升的重要因素。20世纪90年代以后,美国联邦和州政府面对学前教育的劳动力市场失灵,强化了政府职责,提升教师工资水平。联邦政府重在通过立法提供制度保障,拨款激励各州投入。而州和地方政府也通过推行工资增长项目、使用税收返还、发放补助或奖金来增加教师收入;在州的质量提高和评价系统中嵌套教师收入提升机制,明确Pre-K项目教师工资收入水平,完善教师薪资结构。
[Abstract]:The low salary of preschool teachers is an important factor affecting the quality improvement of preschool education in the United States. After 1990s, the federal and state governments in the United States faced with the failure of the labor market of preschool education, and strengthened the responsibilities of the government. The federal government focuses on providing institutional guarantees through legislation and funding to encourage states to invest. State and local governments also increase teachers' income by promoting wage growth programs, using tax rebates, subsidies or bonuses; In the quality improvement and evaluation system of the state, teachers' income promotion mechanism is embedded in the system, the salary level of teachers in Pre-K project is defined, and the structure of teachers' salary is improved.
